A large number of negroes have recently arrived here from Vicksburg and other parts of Mississippi, and Louisiana, under the impression, as they assert that they would be provided with means of subsistence while here and free transportation to Kansas, where on arrival they are to receive lands from the government money, mules, plows, ic. Several hundred, perhaps more than a thousand, have already arrived, most of them in a destitute condition, and six hundred more wiil reach here by the steamer Grand Tower. As no such provision as above stated has been made for these people, they having evidently ' been grossly deceived for some malicious purpose, and in view of all circumstances in the case, Major Ovorstolz this p. m. issued a proclamation warning all persons against coining to St. Louis without money to support themselves and to pay their lare to their destination. No employment can be ob tained and there must of necessity be much suffering and destitution among them. Two or three hundred had money enough to reach Kansas City, and have started for that point. The negroes express the utmost horror at the thought of returning South, where they say their condition is utterly unbearable. They claim that all the ills of slavery are inflicted on them upon the plantations, and say they would rather starve here than return. Foster, our minister to Mexico, semis to the Department of State a circular issued to the Governors of the several States of the Mexican Federation by the Minister of Public Works, announcing that there will be held in the city of Mexico an International Exhibition of Agricultural and Industrial products, beginning on the 15th of January, 1880, to continue three months. The Executive considers such Exposition, which will bring together men of intelligence and enterprise of all nations, the best means of developing the elements of labor, correcting serious errors in regard to Mexico, strengthening its present markets and opening new ones; thus facilitating the construction and operation of railways in Mexico, and the solution of other problems invol ving its interests. Sebastian Camac.io, Mariano and Miguel Hidalgo form the Committee of Directors, to whom correspondence should be addressed. Other committees and will be appointed. The Exposition will be held in special buildings. Oliver against Simon Cameron, for $50,000 damages for breach of promise of marrirge, came up in the Circuit Court today. The plaintiff testifies that in '75, Cameron proposed marriage to her and she accepted. Three letters from Cameron were submitted, one of them closing with the sentence- - "You will be my wife." Cameron did not come to the house where she lived as he said that people there did not like it. She saw him quite often in this city. He would come from Harrisburg about once in every two weeks until Congress met and then she would see him at the committee room. There were improper privileges taken with her by Cameron during the exUtence of the engagement.
