Angell eause. considerable sensation here, as it will all over the country, for he has a wide acquaintance and especially among rauoraa men. lie has been a recognized leader in society here, is connected with one of the most respectable families in the city. He has had some callers since his brief incarceration here,but although urbane as usual has made no communication to them as to the motives for his crime. He reserved that communication for Mr. Pullman, who, however, has neither called on him nor been present at his examination. The court room this morning did not contain any of his friends. Teller, from the special committee to inquire into the alleged violation of constitutional rights of citizens during the late elections, submitted the report of the majority and said the minority reserved the right to sub. mit a report. Ordered printed. Teller also submitted a resolution continuing the committee until next session, and authorizing it to sit during recess. Objected to by Bayard and laid aside. By a vote of yeas 27, nays 41, the Senate refused to take up the Geneva award bill, and took up the House bill making an appropriation for the payment of arrears of pensions. Morrill reported an amendment to the House bill. II provides that in order to provide for prompt payment of arrears of pensions, the Secretary of the Treasury shall dispose of at not less than par four per cent, bonds not exceeding eighteen millions, or in lieu thereof, issue certificates of deposit provided for in the act of Feb. 26th, '7S, the proceeds of sale of suoh bonds to be applied exclusively to the payment of claims for arrears of pensions arising under the act of Jan. 25, '79. Referred. Dawes reported an amendment to the bill making an appropriation for the payment of arrears of pensions so as to provide that in no case shall arrears of pensions be allowed and paid from a time prior to the date of actual disability. Referred. Before disposing of the bill the Senate went into executive session. Ingalls said the amendment was in the direction of a reformation. It had been before the Senate several years. If the system of examining pensioners and applicants be adopted as proposed by this amendment, it was thought frauds could be corrected and much money saved. Edmunds raised the point of order that this was legislation on the general appropriation bill. The chair (Hoar) decided that this was not the general appropriation bill. Edmunds said he did not think it wjfee for the Senate to act upon this matter with haste as it made greta changes in pension laws.
