Aabo THE CIPHERS, of the cipher in Sew York by the Totter so Jar an the evidence at this writing goes, pointa iiv the direction ef Mr. Tilden's exculpation from the charges so industriously circulated regarding his connection with the alleged attempts to pureiiasc electoral votes in the South and Oregon; while s iteenis equally certain that his did undertake something of the kind i Lis belialf. Whether or not this was justifiable i them pends entirely upon how one regards the situation at that time, Mr. TiUlen'a friends knew tfavt he had been rh9ne President by an unequivocal majority, and knowing that the governmental machinery wart iu the hands of the Republicans- aud would be wielded in the fcllayes interest, it w move thui probable t that they Uwk active though steps to secure by illegal what had been, gained by legal metWW Knowing that their chief kad been chosen beyond all question-- , they slvould have all tin fuaud to- tie on the aide of the defeated party, ignoviug each and every illegal sWpm the tiKe Hayes men, and, when inauguration day came, Tildun should have been tworu i and tke lleutte ef Representa tives, This would have created Mvdthfeatsof revolution if not oine of th-- stages of w revolution nit right and courage would Have prevailed in the end, and the tigma of insurrection been fastened upon those who( by their fraudulent proceedings, precipitated it upon the " country. The Republicans are of course not satisfied with the prospect. It is not rough that Tildeivs backers are besmirched; that statesman himsell must be immolated if possible. The reason is obvious. There is perhaps, in the present state of affairs, but one man who could array the thirty-fivelectoral votes of Xew York in the Democratic column, that man being Samuel J, Tilden. If his enemies ean only destroy his reputation, his ability to earry Xew York will suddenly depart; whereas, a vindication would enhance it materially. This ef course accounts for their tkm in the first instance to the investigation; as things stood the ppro-biur- a rested upon the Democratic chieftain, and a full exposition was too hazardous a risk tor the defeated party to take. But the measure was adopted, and the committee, pursuant to such action, are now sitting the entire business thoroughly and impartially.; , ". The whole proceeding is perhaps in itself a trine irregular. Butler's statements, in the House, when the investigation resolution was being considered, were good enough law; but above and beyond all , merely technical circumstances arises a question of equity; the United States has permitted a great wrong to be inflicted upon one of its citizens, and must do what it can in a reasonable way towards making the wrong right, or affording such reparation as is yet attainable. The statement by Butler that Tilden is only a private citizen, holding no official position whatever, and that as such his private communications are privileged documejits, would have much greater force but for the fact that it was through the fraud of Butler's late confreres that the "private citizenship' exists. In forms of law rea republic, cast-irolax much of their rigidity in the face of the popular will, and we all know that the popular will declared that Tilden should be the incumbent The investigation aKnpatt'hes now being conducted scarce-pruden- per-luitte- d patf , con-tuitio- n j. take the risk, e n A Nem XXBATIXGr bill to abolish capital punishlias been introduced in the Legislature. The f'ugitiveCheyenues have at last been overtaken and captured in their flight across the bleak prairies and hills and among the ravines of Nebraska. Theirs was a most desperate plight from the time of their escape at Fort Robinson, and the only wonder is that hi their helpless condition they should have been able to elude pursuit so long. As it was, they sold their liberty dearly, of the forty-nintwenty-threhaving been killed in the attack of the troops upon their positions, while, nine were wounded, and tne remainder are unaccounted for. THE WOMEN'S CONVENTION The eleventh convention of the National WoinanSuffrage Associa tion recently held in Washington, D. C , was a very large, respectable and intelligent gathering. The Utah delegates, who returned a few days ago from the national capital, speak in glowing terms of the treatment which they received and the high character of their associates in the convention; and it is very evident that the woman's movement, instead of being a dead or quiescunt isue, is rapidly gaining ground. The ladies who lead the van of the movement are experienced, able and persistent workers; while the existing status of affairs fully corroborates the asser tion that they are patient in the extreme. They can labor and wait, and the rebuffs and defeats which have so abundantly waited upon their work in the past, so far from being a means of discouragement, evidently have but the effect of being incentives to renewed efforts. The revolutionizing of society must be considered at all times and in all places as extremely difficult work. "Customs long established," says the Declaration of Ind'epemlence,"should not bo overthrown for light or tran sient causes;'' and it must bo shown that a cause is not transient or trivial before any considerable portion of the elements which make up com munities eaiv be induced to attach-- ! themselves to such movements; hence generations often come and go, each succeeding one taking up the work where its predecessor left it off, before the objects advocated by the pioneers- are accomplished. Were it and not for perseverance, willingness to labor for the unborn, our soeiivly political and general af fairs would soon become stagnant. The ladies engaged in the work referred to seeire prxnessod of all the faculties and principles necessary to the accomplishment of the object in view. The suffrage laws of Utah and Wyoming are the inomintents which have so far been reared along their path of progress; and, since revolutions never go backward, they have every reason to feel stimulated and encouraged with the prospects of the future. They lwve our best wishes. A. A. ZK1GLER- - KEENEY. KEENEY HOUSE iS):oid-WHrd-C'H- Councilors W.
