B.'Axtell, the' newly sppoin-te- d Qofernor of Utah, has fulleu into bad repute already with a portion of the Gentile" population of that Territory. One of his first official acts for whioh he receUes the censure of the Salt Lake 's Tribune, was to sign Qeorge Q. certificate of election a Delegate to the Forty fourth Congress, and transmit it te that gentleman at Washington. As the Forty-fourt- h Congress will not meet till next Deeember, and Mr, Cannon oocupies a rery equivooal position under the laws of Congress adopted by I he gorernment for Utah, the propriety of this haste in this matter is rery much, doubted. Saa Franeisco Can-bob- Cftl'.. The "portion of the 'Gentile' pop ulation'rwita whom eur new Gorernor has fallen into "bad repute," is that portion from whom amy just, square and unprejudiced official would receive abuse. They are a rery snail portion and exceedingly raal odorous. And the sheet above alluded to is their organ. Their character may be known from its utterances. With regard to th haste in issuing Delegate Cannon's certificate, the flection took place last August, when Mr. Cannon was returned by a ma- jority, comprising nearly all the people of Utah. It . is more than six months since the voice of the Terri tory proclaimed that George Q. Can- lion was iU choice to represent it, as lar as representation is allowed it, in the Congress of the United - States. Is it not time that he received his certificate of election? It was tho duty of the Governor tissus that certificate. The Organic Act provides thaU "The person hav ing; the greatest Dumber of votes shall be declared by tho Governor to be duly elected, and a certificate thereof shall be given accordingly." Why dictaot tlta lata Governor perform the duty incumbent upon him? Simply because fcewagthe tool of that "portion the Gentile population? referred to by the Call. ,Tne qualifications of the Delegate were not subject to his dictum. He had no more business with them than with the status of a aiember of Congress from the State of New York. The House of Representatives alone has the right to bo the judge ot the qualifications of its meiuborai , Governor. Woods issued a certificate to Dulegate Cannon at bis former election, and theeame objections urged by the clique at his back on this occasion were advanced on that. But he had grown in spleen and bitterness aB his term ran out, and finished his gubernatorial career by doing the people he was sent to buefit, all the harm his small spite and petty malice could invent, or the rest tjf the rabid ring could suggest. Front Seat, $1,00 LATELY Editor Oodi Junction: C LA R Siu Sir: The warning to the Mound Fort boy in yesterday's daily is timely and to the point. While he is warned it would he as well, perhaps, to go a little farther in the warning and give a caution to the parents of children, to keep them of the streets as much as possible, especially small children, lest some serious accident may occur. It is the habit of a number of children to keep in the middle of the street playing marbles until teams are very close upen them, others will throw stones or 'ticks at horsemen while they are passing, and sometimes follow them up trying to frighten their horses and while one side ef the ques tion is up let us look at both sides, and try to slop it all at the same time. 4 . .. i D.
