This disagree ment as for some time been understood to be that in the recent negotiations Secretary Fish acted directly with President Castelar, ignoring Sickles and disproving of his imperative tone. The Correspondence says they have frequently had disagreements betore, aud that tbere was almost a rupture on the occasion of the correspondence attending the removal of Bidwell from Havana and the "Deerhound" case; when Fish ignored Sickles and dealt directly with the Spanish minister. It is generally said in diplomatic circles that good officers of the British ministry have accomplished a settlement, but as Fish now further concession, Sickles proposes resigns. The Cuban authorities demand that the "Virginius" be delivered at some Spanish or Porto Pvico port, at the discretion of Solor, the Colonial Minister, there to await an arbitration. The opposition to Castelar is culminating in a cabinet crisis. The whole Spanish press indignantly protest against the tone of President Grant s Message, as an impertient interference in Cuban affairs which are really none of his business. The eause of the cabinet crisis springs from the astounding ignorance, haughtiness and pride of the people. The feeling is intensely warlike.
