How the Back Pay Steal x wai Engineered Through THE PI1TEST STOCK Congress. In hia Batavia (Ohio) speech in reply to Morton's, Athens slanders himself and the Democratic party, Senator. Thuruian told the little story of how the Back Paysters engineered the Salary Grab through Congress, as follows : Early in the session Republican senators began iu conversation to moot the question of increasing the salary of the President, One of them spoke to me on the subject, and asked me what the Democrats would do if a bill was introduced for that purpose; I replied to him that each Democratic Senator would answer for himself; but for myself I should oppose it. It soon became apparent li at no such bill would be introctac-- 1 increase of salaries 1, but if any biiould take place it would be by means of an amendment to an appropriation bill. There were many members of each house who were in favor of a general Increase, and they knew that if an independent bill for that purpose were introduced it would bo subject to unlimited debate, at least in the Senate. The atteution of the country would thus bo called to t, and it would be defeated. To prevent such debate, and to carry the measure through almost before the eountry should be aware it was pending, it was ueccssary to attach it to an amendment to an appropriation bill toward the close of the session. Two things were to be gained by that course : First, no time would be given for the country to be informed of what was intended; and, eecondly, by means of the. previous juostfoa in the IIouso, and the five minutes rule in the Seuate, by which no Senator can speak on an amendbill more ment to au appropriation " than five minutes. Debate could thus be cut off, and the measure be passed. Accordingly, the appropriation bill No. 2,991 was selected as that to which an amendment raising Balaries should be attached. That bill passed the House of Representatives January 15th. It then contained no proposition to increase salaries. Had it done so, the provision being part of the body of the bill, and not an amendment, it would have been subject to unlimited debate in the Senate, and the time elaDsed. But even January 15th, and the close of the session, would have been ample in which to inform the country of the proposed increase, therefore the increase was not put in the bill as it first passed the House.
