Clark, special revenue agent, detailed to investigate the whisky frauds on this coast, referring to a dispatch received from Chicago by papers in the American press association here, stating that on the authority of H. L. Phillips, revenue agent, recently on this coast, that testimony will be presented to Congress by request ef Secreiary Bnstow, showing the connection of U. fc. Senator Sargent with frauds and in the revenue service on the ooast, etates that in bis investigations into frauds on the revenue here, lie has found no evidence to implicate Sargent, and has no knowledge of any intention en the part of the Secretary or Commis sioner of internal revenue to place the investigations now being made in the hands of a committee of Congress. As regards Phillips' statement that the custom house here is rotten to the core, and not 60 per cent, of the revenue due is collected, S. D Mills, special agent of the treasury department here, states that while it is true that a very large proportion of the revenue is not collected, the fault lies mainly in the defective organization of the customs service of this part, and the delegation ot extraordinary powers to the collector rather tban to fraudulent practices.
