their notice that no child might bo be left without an opportunity port unity for obtaining an education the entrusting of this discretionary power to the trustees does not affect the school funds raised by taxation either territorial or district the educating of a number of children free will only affect the amount charged pro rata for tuition in addition to the sum paid to teachers from the tax funds the amount which will be borne entire ly by the many who send their abil dren to school will bo be very light compared with inith the tile great benefit that will accrue to the comparatively conservative growth which is always the most healthful the highest planes of educational development velo p ment cannot be reached by radi radical eal spasmodic leaps and bounds but by gentle yet firm changes for the better there is an uneven nesa in this regard that will doubtless away in time it is an acknowledge dor a well known fact that history keeps repeating itself speaking in reference to
