Show territorial NEWS judge a ot the third dettrict ct court in charging the grand jury for the february term ot court said in aub betanco the following in reference to the election frauds there is a class of that I 1 desire to call your attention to during certain trials in this court ol 01 caama arising under the election laws there waa evidence adduced tending to show and in some cases it did show that tho beturne of the last election had been tampered with tho statute of this defines a number of crimea connected with conduct of elections it la a matter of great importance to the entire territory and to the people and it is proper for the grand jury to investigate adv charges that may come before them it they are supported by euch legal evidence as to render it probable that the offense haa been committed all good people of all parties denounce euch conduct and the investigation ot any crime of that character should be conducted with the same spirit and in the manner aa any other crime regardless of where it may fall or who may be affected by it but care should be exercised not to annec cessa rily disparage the character of individuals divi duals who are innocent hence I 1 eay that in the investigation of such cases it is incumbent upon you to pursue the course that you would in any other case and not to be influenced in the least by aliat you have read in the papers or by what you have heard outside of the grand jury room your investigation should bo upon evidence solely and alone and not conducted for the purpose of merely investigating vesti gating a scandal or of investigating a matter for any other burpoe e than to ascertain whether or not a cri been actually committed As I 1 have already said when a charge cornea before you of this character and is supported by lucli legal evidence as to render it probable that an offense baa been committed then it your duty to investigate and indict owing to the importance of detecting criminal offenses of that character I 1 havo felt it my duty to special attention to this matter feeling that all good people are of one mind the detection of those who are guilty and the shielding of those who are innocent
