okla case labors of the venezuelan commission washington april 2 in the senate today sherman introduced a bill to regulate the use of a uniform flag in the navy its proportions and the location of the stars in the blue field the flap proposed is to be used on and after july ath 1900 the arrangement of the stars ia as follows three in each corner and a central star around which shall be entwined a sufficient number of stars so that the total number in the blue field will represent the total number of states the bill sets out that the twelve stars in the tour corners and tho one in the center buildings at flandreau S D the bill also incorporates treaties with the indians at fort belnap reservation in montana the indians of abo reservation and with the indiana of san barloa reservation in validate the judgments of the district courts in greer county hereafter and provides further that all cases now pending in courts of said county shall bo prosecuted to a final decision by the courts of oklahoma under the laws of texas the other bill establishes regulations for settling public land questions it provides that actual settlers of march 1896 shall have a preference right within twelve
