That the chief commis Resolved, sioner be, and he is hereby authorized to v appoint not exceeding twenty assistant ommissioner8 to assist him in taking ine census. Resolved, That the compensation of the chief commissioner shall be 1.00 per day, and that of the assistant commissioners 13 per day. Provided that the assistant commissioners shall not be em ployed for a longer period than four days. Jteaofcr-Z,Thaif the population of the city shall be 20,000 or more that the mayor be and he is hereby directed to so certify to the governor of the territory immediately upon receiving the certifi cate ot population from the chief commissioner. The resolution was briefly discussed. ut. xiunoui swiiea in repiv to an m- quirythat the registration lists now con tain about 3,'Juu names and if all were registered there would be 4.000 or over, Attorney Hey wood stated that to be a city of the first class would quadruple ine expenses, witn no adequate gam. A board of public works would have to be appointed with salaries amounting to $3,500. The machinery expenses of run ning the city under this plan would be Tery large, Mr. w, N. ."Shilling stated, in answer to a question that the first councils census had been taken some time ago dui tnai would be no particular mdioa-tion of the present population aa it has probably increased. If the popula tion should fall below 20,000 then the city would have to pay for the census for nothing. He did not favor the resolution. Mr. Snyder said he thought the city should take a stei forward, to the end that the mayor shall have more authority and the heads of departments be held responsible, so the business of the city can be run more on business principles, and the city not run into debt as now. Mayor Kiesel said that the city can not be said to be in debt, though it is a little behind, owing mainly to the failure of certain parties to come to time. By a litlte economy the city will soon be run-i- n it even with its income. Councilor Douglass said that a city t ticketa to Terre Haute. Their naiuei were Dukes and Shttin. Whda lonug-in- ? the abiiut the depot waiting train and amusing the spectators by their loving condui t the "old man" rode rapiilly up, and seeing them dart aronnd the depot jumped from his horse and ntiked a man f tandiug near by to hold it until ho killed a man. By this time the fleeing lovers were going over the bridge across the river, the young inun considerably ia tho lead, calling back. "Come on, Mary," while the enraged father brought np the rear, revolver ia liand; but Mary shaded hbr lover from the old man's pop by keeping between them. Noticing that her father was gaiuiug on her she took off her shoes, and thus inspired with new energy sh fairly flow, soon overtaking her lover and distancing the old man, who soon gave up the chase, amid the langhter and jeers of the crowd who had witnessed the ridiculous proceedings. Th old man then offered $?5 reward for the arrest of the pair, but no one cared to undertake the job, and the old man returned home. St, Louis Republic. I'll J i 4..'Mf Uk frrrj AJu Th l'nloa Jack. In reference to the order of the secretary of the navy that hereafter, until July 4, 1901, tho Union Jack shall contain forty-thre- e stars, The New 'York a flag Tinioa says: Tho Union Jack peculiar to vessels only. It is a square blue piece of bunting, studded with white stars, representing tho different states of the Union. On Wu 1 a it is flown from a jackblatf mounted close to the cap of the bowsprit Where a vessel has no bowsprit it is either mounted in tho extreme forward part of tho bow or run up on a hoist passing over a small block secured to the f orestay. It is not usual for to display their Jacks except when lying at anchor and all u snug. In homo waters the Jack la rarely seen other than on Sundays or during gen eral inspections and on state occasions While in foreign ports the Jack is deemed as essential as the national ensign and is 's always to be seen. To tho man the Jack appeals perhaps more strongly than tho national ensign. Tho bluo jacket recognizes that the defence and honor of the Union Jack are confided to tho navy. He is consequently extremely jealous of this blue piece of bunting, which, to the navy, corre sponds to the regimental flap of a battalion. The Popular Cotnci CTowcr. The cosmos flower, which has come to be all the rage here thin fall, has an interesting history, which Mr. Small, the florist, related. It is indigenous to Mexico, where it grows wild in the fields like the daisy in, this climate. Some four years ago a Gorman florist in Hoboken, N. J., propagated some of the plants from imported seeds and introduced the flowers in New York. Then the plant appeared in the Soldiers' home gardens at Hampton, near Fortress Monroe, whore it was found that it would bloom as late as January and February, on account of the milder climate A gentleman near Alexandria, Va., then secured a quantity of the seed and began to grow the plant for the market, meeting with such success that he has now several acres covered with the cosmos blooms, and he ships immense quantities to New York daily. Mr. Small says that the plant cannot be grown with great success farther north than this city, as it succumbs to the first frost. This is the first year that it has become common, but just now great branches of it adorn the windows of each florist's establishment, and can be bought cheaply in the market or of the boys on the street. The flower makes a pretty interior decoration, or it will keep fresh for four or five days if placed in a vase of water immediately after it is cut The white blossoms are the handsomest, resembling a narcissus in their white petals and gold hearts, but there are other tints that are highly prized. Tho cosmos is apt to be as popular ere long as the chrysanthemum, although florists will always prefer tho Utter.
