IS SHE INSANE OB NUT? Secretary Blaiue's Reply May he a Little IMayed. Washington, April 10. It is known here that Secretary Ulaine Las prepared an answer to the message of lremier Wetherill Thinks It Probable That She I. Philadelphia, April 10. The story that Anna Dickinson was a sane woman w hen she was committed to the Danville insane asylum and that her commitment was irregular, that the state lunacy laws Ir. were in her case flagrantly violated, and physicians and officials were concerned in the injustice done her was oflicicially and particularly denied here. The letters which Miss Dickinson says she sent to the chairman and secretary of the state board of charities, I Kx:tors Morton and Wetherill, of this city, was received by Dr. Wetherill, who visited her immediately in company with the attorney of the board, Mr. Barlow. Dr. Wetherill today said: "We found Miss Dickinson installed in the most comfortable ard of the whole institution. The interview was necessarily brief she declined to talk to us or, at lent, would say but very little, and when not actually talking to us, she walked excitedly up and down the room giving utteranee to incoherent, words and phrases and acting in exactly the manner that insane people are accustomed to. Neither Mr. Harlow, Dr. Schultz nor myself had the slightest doubt that she was deranged." "Prom a perusal of her story and from a knowledge of her case, do you think she is entirely sane now," was asked. "Speaking from what 1 saw of her only, 1 will say it is very probable that Bhe is insane at the present time. Dr. Seward, of New York. I see, vouches for the opposite view of the case, and in the absence of another examination of Miss Dickinson I cannot speak positively of her condition." that the Philadelphia 6 Kudini. The fact of the preparation of Secretary Ulaine's reply is not only well understood but it is staled moreover that the secretary's letter was submitted to tLe president and cabinet and found to be satisfactory, in view oi tiiese circumstances, it is asserted w ith considerable coctidence that the letter of Secretary Blame has already been sent to Marquis Kudini, though whether it w as communicated by mad or telegraph is not known. If the former method was adopted, the Italian premier, it is believed, waa apprised of the fact. It is also suggested as very probable that intimations had been conveyed of the advisability of conducting diplomatic negotiations between the two countries with less publicity. For these reasons it is thought to be almost impossible that today's rumor in Ivjme can be correct. No information could be secured in official circles hre tonight relative to the report from Home that Italy would close all direct diplomatic intercourse with the United States unless a reply was received tomorrow to the last message of Premier Kudini on the Italian incident. .The Rome dispatch was shown to both the president and Secretary Blaine tonight and each returned word that he had nothing to say on thesubject. There was a general disposition to discredit the report in unotlicial circles. s Miss Conzcns Obstinate. high-minde- ?
