The city recorder asked instruction M to drawing a warrant for the last claim allowed to the sewer contractors. The warrant would overdraw the aewer fund and the recorder wished a special order from the council authorizing him to draw the warrant. The fact was developed that about $33,000 was still unpaid in sewtr taxes. The aewer fund had at tint contained 30,000 borrowed on city bonds. The contractors are entitled to 80 per cent, of their contract on the monthly estimate of the engineer aa to the' work done. The recorder waa authorizad to a draw warrant on the aewer fund in favor of the contractors. The favorite theme of railway franchise waa taken up. The mayor said that outsiders Vho had anything to say on the ordinance before the council would be expected to confine their remark to ten minutes. Tne recorder began the third reading of tbe ordinance. The preamble waa amended slightly and when section two was reached an amendment was offered by Councillor Cannon adding to the section the following: Not more than two parallel tracks shall be built upon any street of this city under this and all other street railway franchises unless by permission by the city council, excepting only that this provision shall not be construed to impair anr exclusive right, if any there be, of itenry M. Councillor Allison offered the following aa a substitute: That there is hereby given to M. H.
