Noting that the President took office "virtually ignorant of water policy, particularly western water policy," Garn said Carter "got bad advice and shot too quickly. "Had he waited a few months, and then come out with the kind of program we see today, he would never have the kind of trouble he did in the West," Garn said. The Utah Republican suggested that the Year-Round Reservations The Utah State Division of Parks and Recreation reminds park users that it has adopted a year-round reservation policy which will apply to all parks within the State park system except Utah Lake State Park. Users wishing to reserve space at any State park should contact the Superintendent at the particular park they wish to visit by letter or in person. Only one reservation may be made within a 30-day period per State park. The purpose of the reservation system is to Woman Killed In Auto Accident An 18-year-old Sandy woman was killed Sunday when the car she was driving struck a guardrail about three-fourths of a mile east of Silver Creek Junction. Utah Highway Patrol Trooper Gary Beaman said J'Lene Harris was headed eastbound when she apparently lost control of the car and hit the guardrail on the right side of the road. After rolling partially, the car righted and traveled back across the road. Ms. Harris was pronounced dead at the scene. The Utah Western Nationals will draw some 300 dragsters from 26 states to Great Salt Lake State Park August 12-13 to compete in this spectacular 100-yard drag.
