EFS STILL OUT THERE INTERNATIONAL Edmonton, Alberta, Canada Scientists will analyze a large piece of a nuclear-powered Soviet spy satellite which was found in a remote ice field in the Northwest Territories. They are looking for clues to the location of the rest of the space object. A joint U.S.-Canadian team said it has located two other crash sites of the Cosmos 954 at the northeastern edge of Great Slave Lake. Two of the scientists on a wildlife survey team which spotted the ice field crater were taken to a hospital for radiation tests. Officials said the pair received only light doses of radiation and were not in any danger: "The object which was found is moderately radioactive," a U.S.- Department of Energy spokesman said. Ottawa, Canada Canada's Soliciter-General Francis Fox resigned Monday over a love affair with a married woman. Fox, 38, told a stunned House of Commons he was stepping down because "I was involved in a brief liaison with a married woman who became pregnant." Fox said the woman received a therapeutic abortion and that he had signed as her husband on the admitting document. "This fact has become known in the last few days," Fox revealed. Prime Minister Pierre Trudeau said the incident in-cident made him "very sad" and he called Fox "a young, dynamic and intelligent public servant." ser-vant." NATIONAL Washington President Carter said Monday he will ask the Soviet Union not to orbit any more nuclear satellites like the one that crashed in Canada. The President called for more stringent precautions among all nations and said the United States and Soviet Union should try to develop a "sure-fire" safety system to keep atomic satellites from falling to earth or into the atmosphere. Metairie, Louisiana A plumber mistaken for a gunman who shot a police officer to death was shot and killed Monday as he crawled from unr derneath a house. Donald Herkes, 25, was shot in the chest by a detective who was conducting a search for a gunman who entered a bank 20 minutes earlier and killed a Jefferson Parish deputy. Herkes. was working on pipes beneath the house when of ficers moved into the neighborhood in search of the bank gunman. Washington Sen. Edward Kennedy said Sunday he intends to support President Carter for reelection re-election and discouraged other Democrats including in-cluding California Gov. Jerry Brown from posing a challenge. Kennedy said Carter's first year in office produced a "good performance." Kennedy told reporters he has no presidential aspirations and intends to serve out his term in the Senate. Wilmington, North Carolina A would-be hijacker was foiled Sunday when a flight attendant atten-dant threw a whiskey sour into his face, enabling other crew members to overpower him. FBI officials said Sam Dawkins Jr., 49, told the airline crew he had a gun and wanted to go to Havana, Cuba. While the plane was over Myrtle Beach, S.C., Dawkins reportedly asked flight at: tendant Steve Addona for a whiskey sour. Ad-dona Ad-dona said he caught the hijacker off guard, threw the drink in his face and jumped him. The flight attendant, assisted by the crew members in the cockpit, wrestled Dawkins to the ground, Dawkins subsequently was seized by the FBI in Wilmington. Kofford succeeds Tom Sullivan, who presented a letter of resignation to, the district on January 4.' The position of chief was open to firemen with 10 or more years of experience in fire fighting. Selection of the chief was made by a review committee composed of the former chief, a fire department depar-tment elected representative, represen-tative, the Utah State Fire Marshal's . office and - the district commissioners;1;: Kofford was born in Park City; graduaged from- Park City High School in 1957 and spent two years in the army. He is married and has two children and is employed as an office manager for Plumbers Plum-bers Supply Company. Kofford Kof-ford joined the Park City Fire Department in 1966 as a fire fighter and has also been captain and training officer. , He also is a certified Emergency Medical Technician. Kofford has taken fire . training courses, attended seminars and also attended special classes in extricating trapped victims from vehicles. He is a member mem-ber of the : Utah State Firemen's Association and has served as chaplain for that organization. Chicago Newlyweds Gregory and Beverly Mastalerz were rescued from an ice flow off . Lake Michigan Wednesday night after their screams for help were heard on the 19th floor of a high rise building. The couple told police, who rescued them by forming a chain with their leather belts, they ' went for a "romantic stroll in the snow" when' ' Gregory fell into the water and climbed onto floating ice. His wife fell in. trying, to reach him -! and both clung to the chunk of ice as it began breaking apart and drifting. After the rescue, Mastalerz said, "I was a romantic fool, you know, taking my new wife out for a walk." New Orleans Gargling with hot pepper sauce may be just the thing for bronchitis, according to a lung disease specialist. Dr. Irwin Ziment says hot and spicy foods are -particularly effective in clearing respiratory problems. Summit Assessment Ratio 9.98 The assessment ratio of all locally assessed property in Summit County averaged 9.98 during 1977. This fact was reported by Utah Foundation, Foun-dation, the private tax research organization in their analysis of an assessment-sales ratio study recently prepared by the State Tax Commission. The study shows that assessment levels of locally-assessed locally-assessed property throughout the State last year averaged 12.88 and ranged from a low of 5.63 in Sanpete County to a high of 18.95 in Juab County. Sanpete County never has been revalued under the state-wide reappraisal program while Juab County was revalued in 1976. Property in Summit County was reassessed in 1972. According to the Foundation Foun-dation report, property assessment ratios have been declining generally despite the fact that the first cycle of the revaluation program has been completed in 25 of Utah's 29 counties. Assessment levels in Utah have declined from an average of 17.98 in 1967 to 12.88 in 1977. Foundation analysts point out that the effect of the property revaluation program has been to equalize assessments-among ndividual properties and to aise assessment levels in 'ie counties that are (valued. During recent rars, real estate values :;ive been rising faster than ie assessment changes. As . result, the overall average :;ite-wide level of assessment has been declining.; The initial aim of the revaluation program was to equalize the general level of local assessments at about 20 of fair market value. In general, the program has come reasonably close to , achieving this 20 objective, at least in the initial stages following revaluation. However, because of inflation in-flation and rapidly changing property values, the initial equalization results soon become outdated. Still to be completed in the first cycle of the reappraisal program are Carbon, Salt Lake, Sanpete and Sevier Counties. New valuations are scheduled to be placed on the tax rolls this year (1978) in Salt Lake County with the other three counties scheduled for completion by 1979.
