Although the commission reversed itself on the administrative admin-istrative question, ruling out the proposed five-year lease with the city, the other terms of the agreement seem to remain intact. In a letter sent to the Park City Council, the commission stated," ...after lengthy- consideration, con-sideration, we have decided that this latest proposal falls short of satisfying all our concerns regarding . the future ' operation of ' the building. "Our objection fs to the1, recommendation that the County pay the majority of the costs of renovating' and operating the building, but with virtually no voice in how the County's funds will be utilized or how the building will , be managed. We feel that to commit funds ' to a project.or activity and to commensurately resign the authority to . oversee" the ;-expenditure ;-expenditure of. these funds is an abdication of our obligation to County tax payers." As was previously , agreed upon, the county did appropriate app-ropriate $27,000 in the 1977 budget, (approved Tuesday night) for the Memorial Building. Of that amount, $17,000 is to be used for operation ..and maintenance and the remaining $10,000 fdr renovation. It is expected that the city will honor its commitment of $7,500 this coming fiscal year. Operation and maintenance main-tenance will get $2,500 and renovation $,QQQV ;i .iUi (Me vfthirnjiwpft'iajiletterj indicated that an agreed upon list of renovation priorities would also be adhered to by the county. At the head of that list was the implementation of fire safety measures. The city last week received a letter from the State Fire Marshal's office citing 21 deficiencies which should be remedied. - ParkOity May or. Leon Uriarte said he was "kind of . disappointed" that the County had decided . to continue its supervisory role. Councilman Steve Dering said he was more bewildered than disappointed. "From the time negotiations negotia-tions first began, Commissioner Commis-sioner Leavitt insisted that Park City should have control of the Memorial Building and that the County should not be expending funds for a building build-ing that is used almost exclusively by city residents," Dering said, "Now the commission says it wants to maintain control of the building. But it has ,also budgeted more money than ever before. It's the exact oppsite of what Leavitt initially proposed." , Dering, who serves on the Memorial Building's recreation recrea-tion board, said the County's decision to spend more money on the building was encouraging. Racquet Club Cabanas) Caban-as) received final approval from the City Council and Planning Commission last week. The initial section of the project will consist of 58 duplex, triplex and fourplex units on 7.3 acres of land. When completed, the entire Racquet Club Village will consume 25 acres surrounding surround-ing Park City's new indoor-outdoor indoor-outdoor tennis facility in the Holiday Ranch area and will have an eventual 180 dwelling units. ' The Racquet Club Village is a planned unit development which, as explained by engineer Jack Johnson, means the units are "not condos, but they're as close as you can come." The major difference between a condominium project and a planned unit development is that each unit in a p.u-d. comes with a patch of land whereas in a condominium project the land is common property owned jointly by all homeowners. home-owners. Johnson noted that individual lots will not be offered Tor sale in the project. According to the engineer, the Racquet Club Village will be the first planned unit . development in Summit County. He added that city ordinances do not require Council approval of a p.u.d. but that the developers, Enoch Smith, Dick Smith and Vic Ayers, "feel this is very necessary." The Village was approved by the Planning Commission under the cluster exception for RD zoned land. To conform to the RD cluster requirements, a portion of the adjacent property, which has a deed restriction allowing allow-ing a golf course as the only use, was included as open space for the project. The developing trio has entered into an agreement : to purchase the golf course property. , ... , It was also revealed last week that the Smiths and Ayers have signed an agreement agree-ment to buy the remainder of the undeveloped Holiday Ranch property. When asked when Village construction was expected to begin, Johnson responded, "They're ready to start tomorrow."
