Eyewitnesses said a bearded man fired two bullets into Zenten's back as the ambassador was unlocking his car. The killer escaped through lunch time crowds strolling near the Bir Hakein bridge over the Seine. .: The killing was immediately claimed by a previously unknown group calling itself the "Che Guevara Brigade." A "communique" telephoned to Agence France-Presse accused Zenteno of being "the architect of Che Guevara's assassination." Are the average, gifted and slow students being materially ,helped by the effort to in-' , dividualize instruction in the , elementry school? I.) Are the competencies, preparation, and experience of -staff comparable to that found in other high schools? J.) What is the district doing to improve im-prove the cirriculum, including in-cluding implementation of courses of study developed by the State? K.) Is the student activity program adequate? 2. Is there sufficient articulation ar-ticulation of cirriculim and instructional practices between the elementary and secondary schools? 3. How does the community feel about the school system? Summary of Report , While each of the questions above, along with every question from the residents ramdon survey, is treated individually in me. treated individually in the written report, the following summary provides a general indication of the study teams findings. "It is the consensus of the study team that: 1. Park City Schools compare favorably with other schools of the same size in and out of the state of Utah. They are somewhat more independent . of each other than they should be. The schools seem somewhat independent of the central office and the school system somewhat aloof from the community.' Some staff members view the com A-'tHfi Rowtoy minity as hostile to the school system. Some community com-munity members view school personnel as aloof from, hostile to, and unresponsive to the desires of the community com-munity and of parents for their children. ! 1 2. The staff is well qualified and interested in serving the needs of students. 3. The community consists of high-quality, well-meaning citizens who are interested in excellent education programs for students. 4. Park City School System is potentially an outstanding educational organization.1 The following needs should be seriously considered: - munication among all parties ot this important enterprise is ; essential. These statements should be developed with full, open input from the community and under the direction of the executive officer of the Board, of Education. B. Organization to carry out this important communication com-munication function should include: . 1. ) Continuation of community com-munity advisory councils to each school, combined appropriately ap-propriately to advise the district administrative team , and the Board of Education. . 2. ) Regular meetings of the administrative team (at least monthly). This should insure harmonious development and coordination of . school programs and activities, f ' 3. ) A staff meeting system 'which accomplishes in-service in-service training, administrative ad-ministrative communication, and response to community problems and staff needs.' 4. ) Periodic district-wide staff meetings in which the executive officer of the Board meets with the entire staff, communicates to them the desires of the community as expressed by the Board, and -received from the staff ideas and needs as viewed by them. C. Careful examination of the recommendations contained con-tained in this report will assist in the development of a school system of which the Board, the citizens, and the staff of Park City schools can be proud of. . D. Park High Counselor Resigns Mr. Don Pennock, the High school guidance counselor who punched Principal Drs Mark Simmons in the nose last Monday, May 10, has submitted ai letter of resignation to the Park City Board of Education, school superintendent Dr. Richard Goodworth reported. "I've met with both men and I don't feel any further punitive' measures were needed," Goodworth said. Offering his explanation of the incident the superintendent superin-tendent stated,"There has been some conflict for some time and it finally just came out." .: "Dr. Simmons filed a complaint following the normal procedure", Good-worth Good-worth disclosed. 1 When Dr. Simmons was asked if he had requested that Mr. Pennock be fired, the principal answered,"I don't hire and fire people, that's the job of the Board of Education." Simmons added,"! ad-ded,"! did recommend that he resign." : Mr. Pennock, who has been at Park High for 8 years, refused to comment on his resignation, that is effective May 26, the last day of school.
