November 18, 1982 Page A7 City seeks replacement for Mammen Park City has two vacancies vacan-cies to fill with the resignation of Bill Mammen from the Park City Planning Commission. He not only served on the planning board, but was its liaison to the Historic District Commission. Mammen said he would continue con-tinue on the panels until the end of the year or until a replacement is found. The commissioner, who had served nearly two years, said he resigned because his growing architectural business was creating too many potential conflicts of interest. "When I began, that was minimal," he said. "But (his firm) Design Group Utah has expanded and is much more aggressive in going after work. It became more difficult dif-ficult for me to serve the city." Design Group was formed this year with Tony Jay, Brian Lamprell, and Roy Reynolds. Mammen departs with at least one piece of sage advice. ad-vice. A member of City Council, he said, should be appointed to Planning Commission. This is needed to improve communication between the two bodies. Last year, City Council began sending a representative represen-tative to the planning meetings. But the coun-cilmen coun-cilmen did it on a rotating monthly basis, Mammen said. "That did not serve toward communication. The ordinances and projects we consider stretch over months or years." But on the plus side, he said, the planning dcpar tment made great improvements im-provements in its organization and guidelines for the city. A noticeable change, to say the least, was the creation of Historic District Commission. Ironically, Mammen voted against Ski area brochures now available Robbie Beck, assistant marketing director for the Park City Ski Area has announced that the 1982-83 ski season brochures are completed and now available for distribution to those individuals and businesses who may be interested in getting a supply. "This year's Park City Ski Area brochure is larger than in the past, featuring sixteen panels complete with updated up-dated rates, ski programs, and related information, combined with attractive color photos (taken by local photographers), making for an all-inclusive piece of informative literature," Ms. Beck stated. "Historic District has gone a long way," he said. "Because of it, the Planning Commission can look at n'onnine and it isn't bogged down on the question of whether it likes a project." Now it's the Historic District that is bogged down in questions of esthetics. "At first, we had to feel our way through projects," Mammen said. But he expects ex-pects that historic guidelines may well be ready by the end of the year. Mammen had no words of wisdom for his replacement, but said the city should not replace him with an architectin ar-chitectin fact, doesn't need to have a professional on the commission at all. He suggested that the Park City Architects Association formed three months ago, can offer informal recommendations recom-mendations to the city. At this writing, the city said it has received no applications ap-plications for the commission com-mission post. Mammen will now be in the position of making pleas to the commission rather than judging them. "It will be difficult to see things from the other side of the table," he said. ACLU board elects Redburn The American Civil Liberties Liber-ties Union announced Saturday Satur-day that it has appointed a prominent Park City resident resi-dent to its board of directors. Joe Redburn, a local business-person and long-time media personality, has been elected to a two-year term on the governing board of the organization. The ACLU is a national organization which was established es-tablished in 1915 to defend those freedoms guaranteed to American citizens in the United States Constitution, particularly those rights enumerated in the Bill of Rights. The organization engages in litigation, lobbying lobby-ing activities and public education to the end of protecting citizens from violations vio-lations of their rights by the federal, state, and local governments. The Utah Affiliate, Af-filiate, with offices located in Salt Lake, serves the State of Utah. In a statement issued by the ACLU, Redburn said, "I am interested in serving as a representative of the ACLU to the residents of Park City. People who think that their civil or constitutional rights have been violated and who wish the ACLU to evaluate their concern should feel free to contact me. I can be reachedat649-5221." 'Amahl' to visit Capitol Theatre The Utah Opera Company will present "Amahl and the Night Visitors" at the Capitol Capi-tol Theatre, Dec. 10 and 11 at 8 p.m., with a matinee performance at 2 p.m., Dec. 11.
