Recent defense spending trends may render the signing of a SALT II treaty "dangerous" to the security of the nation, U.S. Senator Jake Garn (R-Utah) (R-Utah) said recently. Garn spoke as a member of an American Conservative Union panel discussion on the SALT accords, which included in-cluded Dr. Igor Glagolev, Small A minor earthquake measuring 4.2 on the Richter scale was recorded Wednesday Wed-nesday morning near the Utah-Idaho border. The quake, which occurred oc-curred at 6:46 a.m., in northern nor-thern Pocatello Valley, was the second one recorded in the area in less than a month. A tremor measuring 4.7 occurred there Nov. 29. Shockwaves from the quake were felt in Malad City, Idaho, but no damage was reported. Dr. George Zandt of the University of Utah Seismology Center said thpre is a major fault . "I happen to believe we ought to have a SALT treaty," Garn stressed. "My opposition is not opposition to the SALT process, it is not opposition to cutting military budgets, and it is not opposition to lessening the danger of nuclear war. Any opposition I have is to a particular SALT treaty which may damage the security of the U.S., and may actually invite nuclear war." Garn emphasized that SALT II would not be so potentially dangerous if the U.S. had not already made , some unwise decisions, including in-cluding cancellation of the B-1 B-1 bomber, and the closing of the last ICBM production line in the free world. "It is useless to argue for or against the cancellation of the B-l now, but at least we could have traded it for the Soviet Backfire," Garn said. &Hiro "Instead, we allow the Soviets to exempt the Backfire Back-fire from SALT, yet the B-l is still included in the treaty, in case we change our mind." The Republican senator responded to a question concerning con-cerning President Ford's reported support of SALT II, saying "clearly this treaty is not a matter of partisan politics, and I'll not base my judgment of it on who supports sup-ports or proposes it."
