it reads as follows ba it enacted by tho the legislature of tue state of utah two thirds of all alithe the members elected to tho two houses concurring therein i section 1 that it la is proposed to amend section 4 article IS 13 of the constitution of the state of utah so that tho the same will read M a follows section 1 4 all mines or mining claims both placer and rock in place chall be assessed at lt 5 00 per acre and in addition thereto at a value based upon some multiple or sub multiple of the net not annual proceeds thereof all other mines or mining claims and other valuable mineral deposits including lands detaining w coal or hydrocarbons hydro carbons ball shall be abi assessed essed at their full value nil in machinery ae hi n ery aed in mining and all or surface improvements upon or appurtenant to mina mints or mining claims and the value of any surface use made of mining claims or mining property pre erty for other thai mining purposes shall be assessed assesse assessed
