The other problem, said Wyatt, was the excuse Lawrence used of not writing things down as a justification for taking money which was not his to take. If a person were to break a $500 car window and then take a stereo, would it be considered trivial? He asked. A thief is a thief, he said. This is a scheme, intentionalt ly done, said Wyatt, He disagreed Lawrence had not done anything of like nature in the past. It was not likely a person would start to indulge in theft by deception or communications fraud shortly before he retired. I submit this was more of a habit, said Wyatt. For example he said, a bid filled out by a bidder was placed on a sheet of No Long Distance Lawrences making and then He used computers and bid submitted. Mickelson of Juab County as a local board member. Although there has not been a military draft since 1973, the nation maintains a standby Selective Service System in case Congress enacts and the President orders a return to a draft in an emergency. The ongoing board member appointment process places dedicated, men and women into these important volunteer positions. The goal is to have standby local boards which are representative of the communities they would serve. In a war with a draft, the local boards would meet routinely to review and decide claims filed by men seeking draft deferments, postponements, or exemptions. Their decisions must adhere to all rules and regulations, be fair, equitable and unbiased, and reflect community and national needs and values. Local board members are recommended by the state governor. They are appointed by the national director of Selective Service, acting on behalf of the President. 7b prepare for their mobilization jobs, board members comprehencomplete a sive training program to learn about the Selective Service Sysed Rock Solid Internet Gateway CaU 623-700-4 i za. cines. What are the risks from influenza vaccine? As with any medicine, there are very small risks that serious problems, even death, could occur after taking the vaccine. The risks from the vaccine are much smaller than the risks from the disease if people stopped using the vaccine. Almost all people who get influenza vaccine have no serious problems from it. Children less that 13 years old s should be given only vaccine to reduce chances of side effects. Split-viru- s vaccines can also be used by adults. In a $2 million project, $13,000 is fairly minor, said Ward. Lawrence told Judge Park the problem was caused by his poor communication and by his "haphazard way of doing things. He did things verbally he should have written down. Things have changed in the way we do business, he said. My job is to present a different picture, said Wyatt. He saw Lawrence in a different way and, for that reason, the state was prepared to recommend jail time. Probation is not inconsistent with jail time," said Wyatt. Two things give me concern, said Wyatt. One of those was the way the circumstances were presented to the court that, when all things were considered, Ward Flu shots will be give on October 23rd contingent upon Lawrence obeying the requirements of probation, serving the sentence imposed, paying the fine and restitution and staying out of trouble. Cache County Attorney, Scott Wyatt, acted as prosecuting attorney for Juab County Attorney, David Leavitt. Leavitt was excused because he is attorney for Juab County Building Authority and Lawrence was considered an employee of the authority. Wyatt told the court Lawrence had entered into a plea agreement with the state in which eight counts were dropped in exchange for a guilty plea to two counts. Ward, former U.S. Attorney, painted a picture of Lawrence as a man who had a fine reputation. Lawrence Construction Company, said Ward, made between $6 million and $10 million each year. Most of those construction contracts were with government entities, said Ward. He has been in the business for 26 years. His father founded the business 35 years ago, said Ward. In that time, no criminal charges and only four civil charges were brought against the company, he said, and all but one of those was brought by employees. This suggests there is much to be said about the business practices of his company and the . integrity of Mr. Lawrence, in particular, said Ward. Ward also said the many sub FAX: (801) Wednesday, October 16, 1996 Nephi, Utah each board member undergoes periodic refresher training after completing initial training.
