Mildred Lunt was the Sgt. Park has been with the Utah National Guard for 39 years. He said the Nephi unit was on active duty from 1948 to 1950, and it spent time in Texas, Oklahoma, and Korea. Park said there have been many changes in the Guard in the past 20 years. In 1967, the Nephi unit was changed from a field artillery unit to an engineering unit. Some special districts, however, are authorized to provide several kinds of activities, such as water utility and sewerage services. The foundation report points out that despite the growing importance of special districts, little is known about them and even less is written about them. Few citizens know who govern and operate these local districts, even though such local officials often are chosen through a popular election. For the most part, special districts remain the dark area of public administration. An analysis of state and local expenditures in Utah and the U.S. reveals that school districts and special districts in Utah spend a larger portion of total expenditures than their counterparts in the rest of the nation, while counties and municipalities in Utah spend relatively less. He plays on a Junior Jazz basketball team and his other hobbies are baseball camping, and fishing.
