The skate park could be built, possibly, in the area of the u old tennis courts. We would like to build one that will not need to be manned but we need to be careful of the citys liability, said, Brough. Brough said there had been those in the community who wanted the tennis courts flooded for an ice skating rink in the winter. However, hfc said, he attempted to fill the. courts with water and was unsuccessful. We only had about an inch of water after trying to fill it all day, he said. Apparently, there were too many cracks in the concrete to allow it to retain enough water for skaters to use. Would it help if we did the research for the skating park? asked Cowan. She said she knew Tboele had recently built one and had obtained some type of grant to help with the construction. In addition, students were interested in having an ice skating rink for winter use. There is not much to do then in the way of recreation. Some in the community would like to see an enclosed swimming pool for winter use. IPP covered the pool in Delta, said Jim Wilkey, council member, but it was not the success that had been hoped. They do not have enough use, he said. He said the gym is run by a volunteer group who could use lots of good help. New improvements to the facility were often broken or ruined by just one or two individuals who did not obey the rules and who indulged in vandalism. Richard Paxman, city council member, said that the city leases the Old Gym to the recreation committee and they run it. Supply them with a list of things you would like there and work with them, he said. No one had ever followed through. Perhaps, said Brough, when they completed market studies they found there was not enough market to warrant building one. The movie theater was lots of fun when I was growing up, he said. The young people will follow up on the suggestions the council made and will work with the council on any future desires. Five people were hired to do seasonal work in the community in working for the parks and cemeteries departments of Nephi inbro- t ken and other acts of vandalism committed. People need to have a sense of pride, said Brough. It discourages volunteers to have their work ruined in a short period of time. Darin Peterson, council member, asked what the young people thought about a membership fee if the city were to take one of their suggestions, the development of a recreation center, into consideration. Many of those who like to golf belong to the golf association and pay a membership fee, he said. The bowling alley, which some of the students said they would like to see developed, may come to fruition when Danny Olsen opens a video arcade and, perhaps, adds a bowling alley. As for a movie theater, said Brough, the city would not get involved in building or maintaining a municipal facility. We would need someone to come in City. I recommend hiring the five as returning seasonal employees, said Chad Brough, mayor. Hired for the seasonal employ- ment were Cleston Park, Gajy Taylor, Barbara McPherson, Neil Wilkey, and Frank Pew. The first stage would consist of 57 lots and a common area. The common area, which was a concern of the county planning commission, had been added to the first phase and removed from one of the later stages. Greenhalgh said that Ostler would be required to indicate on his map the areas where high water reached during the flood years of 1983 and 1984. The planning commission will require that before they give final approval. He said even though the water mark was lower now, homes could not be located in the possible flood area. I do not want to have any property below the high water mark, said Ostler. County commissioners gave preliminary approval to the project on Monday. . He said Ostler had been meeting with the county planning commission and working on concerns and requirements to satisfy county zoning ordinances. One concern had been a road. Ostler said there need be no concern on the part of the commission. The road, leading into the development, would be deeded to the county and would remain a county road. A letter from the county fire marshal has given preliminary approval to his plan, said Greenhalgh. If the commission gave preliminary approval, he said, the project would still need to receive final approval which would not come until all requirements were met. , The county development review committee will also look at all plans and give input. . inadequate to supply future growth.
