Show mtui A CITY. Shall or SMI not Nephi Become Such? We are pleased to learn that several prominent citzens are studying the matter up and arranging plans for the securing ot a city charier for Nephi, We shall publish next week an article upon this subject giving those portions of the late law for the incorporation of cities which should bentost particularly studied by the people. The act is a lengthy one but should.the people of Nephi see fil, which Thk Ensign most heartily wishes they shall, to incorporate, wo shall publish it entire for their perusal and- study with comments upon the same. It is necessary to'at once circulate a pctitirn and secure at least one hundred signers, to the county courtj describing theterritory to be embraced in the proposed city stating the name proposed for the city and having annexed to it a map or plot of the city. The law says . . upon tliif; When such petition shall be presented, the court shall forthwith designate the class of the proposed city, and fix the time and place within the boundaries of such proposed city or towu at which the election may be held to determine such question; and such election shall be held and conducted in the same mannejr as provided be law for conducting gen eral elections. Said court.before such election Is held shall give notice by publication in some limits, . newspaper published within said ' if there be one, at least once a week for four successive eeks; but if there be no newspaper published therein, then by posting notices at leyt four weeks in five public places within-- said limits. Said notices shall contain a statement of the petition and describe the territory proposed to be incorporated, and the officers to be elected, and shall also design the time and place at which the election ' aforesaid shall be held. The ballots used shall be "for incorporaat such election tion, or against incorporation, and if the names of the for incorporation , , persons voted for.' It wilt be seen by Article 16 of An Act providing for the incorporation of cities passed by tbe last Legislature that there ' is no time to be lost in this matter. This article reads as follows: - . Section i. The election in all cities herealter organized under this act for the municipal officers provided for in Section i. Article 6 of this act, shall be held on the second Monday in February, 1889, and biennially thereafter, and upon the election and qualification of said officers, they shall immediately enter upon the duties of their .respective offices; I opment cannot go on. At present it seems to us that all that is necessaay further to say is, that if for no other object, and .there are thousands of others, every effort should be made by each and all to get the city charter, that pure and wholesome water might be brought to us from the canyon through a good system of water works. This itself within a year will more than repay twofold to each citizen in dollars and cents, the amount he pays out in taxes to sav nothing of the other inestimable blessings it will be stow upon the people.
