His appointment of Miller to replace Arthur Burns at the Fed suggests Carter has come to understand you can have your own man while at the same time assuring the business community of continued fiscal restraint. One of those problems remaining at years end which I think needs resolution for the health of our own economy is that of is launching a nationwide camrising imports. The AFL-CIpaign to get the President and the Congress to enact some protectionist legislation which may help some of our ailing domestic industries. Prospects of the campaign's success are increased by the fact business leaders arc willingly cooperating with George Meancy to see to it that Congress does something about the problem. The targets of the campaign are the multinational corporations which have the capacity of manufacturing products in other countries and selling them in this market without the same kind of restrictions that foreign producers face, thus exporting American jobs. The problem is that these products arc forcing the national unemployment rate up and are also helping to maintain the necessity of a federal budget grossly out of balance. And Miller, for his part, says he sees no need to change the direction of the Fed laid out by Dr. Burns. The President has responded spent a year probing but has not fixed upon a direction. The Congress has been buried in a morass of legislation without visable results And the American public, by all recent polls, has begun to lose its confidence in the ability of the Carter administration to meet these national issues. 5.
