Show 16 THE NATIONAL ENTERPRISE, SEPTEMBER 28, 1977 Some Central City owners dont like building moratorium Although some Central City residents were responsible for a moratorium on construction violating zone restrictions. it now appears other property owners in the area near the University of Utah are opposed to the R-5- A downzoning. Stan Secor, who said he owned properties in the moratorium area bounded by South Temple, Sixth South, 11th East and University Street, told city commissioners last week he had spoken to 113 property owmers in the neighborhood and most of them opposed the downzoning. In fact, Secor said, almost all of them were ignorant of the moratorium and the downHe comzoning proposal. plained he had owned one property for eight years there, worked on it for seven, and then applied for a building permit on his finalized plans just one day after the moratorium became effective Sept. 13. The permit for a five-dwelling-u- nit structure, was denied as a result. Secor also objected to the East Central Neighborhood Council proposal for neigh- borhood design review boards. He said the plan would be unworkable because it would involve too many personal conflicts. The council. which persuaded the city to institute the moratorium pending its study of neighborhood characteristics, had asked for a study of the feasibility of such boards to judge planned construction aesthetics. on Mayor Ted Wilson invited Secor to participate in the area studies, explaining that a hearing on the council's findings will be held in less than 60 days.
