The respondents, mostly bureacrats dealing with environmental issues, were offered four distinct definitions for the term, ranging from natural environment to answers including lifestyle, aesthetics, health, housing, mass transportation, recreation, and quality of life. None of the four categories received a majority of votes. Each one d received or less support. In listing the important issues at hand, municipal governments listed land use.
