Through the first eight months of 1975, Volkswagen reported the sale of 1,432 butes the loss of approxi- VWs in Utah, or 6.6 percent of the Utah new car market. For the same period this year mately $530 million in national sales during the past two years to the reluctance of (January through August 31) only 846 VWs sold representing 3.1 percent of the states market. Also, it prohibits utilities from cutting off service to customers who are seriously ill. The petition also creates a new position in the Depart- ment of Business Regulation: the complaint officer. Not Many Differences The proposed regulations do not differ radically from those already practiced by the major utility companies. According to Grant Pendleton, of Utah Power & Light, a customer has 90 days to pay a bill before a delinquency notice is sent out. A very small percentage (.5 percent) of the population is requested to make any deposit at all. And customer complaints are forwarded to the Public Service Commission when a customer is not satisfied with the companys customer service investigation (which is very rare, Pendleton says). At Mountain Fuel, deposit requirements are more stringent. According to Business office manager San Fowler, deposit of $30 is required from people requesting gas service for the first time who have not been employed at the same place for at least two years, do not-oa home, or cannot provide a guarantor. The deposit requirement is waived only if a customer has a proven good credit rating with Mountain Fuel. Mountain Fuel normally begins termination procedures after a bill is three But months delinquent. service is not actually cut off until after the customer has not offered payment or negotiation for over four months. For a customer with no credit history, termination procedures are initiated after only two months, and service is actually cut off ten days after notice has been sent.
