It is in this spirit that the Salt Lake City commission invoked a new y moratorium on new development in the of area east Eleventh East from Second South to Sixth South. My understanding is that the moratorium extends to those projects which would need some variances or zoning changes in order to proceed. The problem is if Salt Lake City is serious about down-zonin- g large portions of its neighborhoods so as to restrict apartment and condominium development, then it is contributing to urban sprawl and pressure on the freeways, etc. On the other hand, those people who live in single family residences in areas in the city have a right to be heard and to have their objections considered when the possibilitiy exists that a new high-ris- e condominium or apartment may grow up next to their home. As with most issues at the local government level, the choice is not an easy one. But ultimately it has to come down to the larger public policy questions. Do we want to drive people away from living in and around downtown Salt Lake City? Do we want to have a policy which encourages more subdivisions and cheaper homes in g areas of the county, thus placing more dependence on the automobile as a principal mode of transportation? Do we want a policy which encourages major commercial investment downtown while at the same time discourages projects which would bring more people into the city limits of Salt Lake City, thus providing a more ready market of shoppers far-flun- for downtown? The present zoning has permitted apartment house developments for many years. People who live in the area in single family residences are aware of that zoning. Developers who have purchased land there with the expectation of developing it have a right to be able to do that so long as they conform to the present zoning rules and regulations. I think the larger questions of properly using our energy resources and encouraging people to live in multiple family settings where the dependence on the automobile is diminished is a proper public goal. And I hope the city commission will the has come when we must give attention to recognize day more permitting multiple family projects in the city in order to deal with the greater and more difficult problems of energy, urban sprawl and the decay of the core city. |
