The occasion of Cuba being 20 per cent lower was brought about by their being given a 20 per cent differential when they were emerging from the centuries of oppression by the Spaniards, aud when they were appealing to the United States for aid, It seemed the best plan to help the Cubans better their con dition through this favorable rate. At that time Cuba was producing a great deal less sugar than Is th case now. It ia estimated that within a few years the present output of six millions tons annually will be doubled. The need for an Increase In the tariff Is very apparent, and there Is no longer a need for a sisiial differ-ntlto aid the Cuban.
