Underfed, neglected, and imprier!y clad, the child of poverty is terribly treated at the very start; it lias not an even chance to begin life with. It lives and grows up weak, both in body and mind, unfitted for tha battle of life. The problem of the child is the problem of the race. Commissioner Eckmau explained the need of a fund to discharge the bond indebtedness and that a small increase in water rates would take' care of this debt and keep the city from au increasing defecit. Mr. Eckmau emphasized the fact that the revenue from the proposed increase would be placed at interest to be on hand for the bond payments. The meeting of citizens and Commission was a very satisfactory one and not a single protest was lodged; against the proposed increase in water rates. The eoul firm donates the coal and by an arrangement the railroad will haul the coal for only half of the regular freight charge. The coal has not yet been ordered, and arrangements will have to be perfected for handling the same ln an equitable way. The next meeting of the heads of the various organinitious in the city which will be held at the city Hall tonight will have to set up a plan for raising the freight money and also to distribute the coal. The fact that the coal is going to be available and the thanks of the city and the public generally to the firm of McIIeury and Sou, is, however, already a fact. The public appreciate this real act of philun tbropy and no doubt McHenry and Son will long be renienilx'red by all for this splendid accomplish II) The members of the Lion's Club Christinas Committee are gratified with the response to their plea for old clothes, shoes, foodstuffs and toys.
