El Salvador se ha convertido en un pais donde la segundad personal, paso a ser un buen negocio, a cam-bidel cuidado de polmcos, empresarios. diplomaticos e incluso de personalidades de segunda v hasta tercera miporiancia. Sin embargo, dentro de ese ambiente de guardaespaldas, agentes secretos, custodios y otros individuos dedicados a prote-ge- r personas, hay casos paradojicos como el del embajador del Peril, Adelmo Rissi Ferreiros quien tan campante se pasea por el centra de San Salvador o cualquier otro lugar sin llevar a nadie que lo cuide. Rissi Ferreiros es el decano de los diplomaticos en El Salva dor y a menudo sale a los almacenes o centros comerciales, una camisa guaabera Naturalniente que pasa inadverti-dpara el comun de las personas quienes ven en 61 a uno mas que cantina a diano por la ciudad Contrano a esta actitud hay otros personajes que se movili-zapor la ciudad altamente custodiados Por ejemplo, un solo miembro de la Junta de Gobierno. Cuando viajan mas de dos de los gobernantes, entonces el aparato de seguridad es mas notable, El ulular de las sirenas, y las luces encendidas de los vehiculos caracterizan la caravana. Despues de ellos estan, los mimstros del gabinete de gobierno. Elios van tambien en vehiculo blindado, atras va otro con guardaespaldas. Pero no s61o mimstros tienen esa seguridad, tambien la los presidentes de instituciones autonomas, los subsecreta-nos- , los directores de dependencias oficiales y mas de algun de poca importancia pero que teme de un atentado. Fuera del gobierno estin los hombres de la empresa priva-da- . Estos comenzaron a crear todo un sistema de seguridad, por guardaespaldas, la mayoria de ellos ex agentes de de los cuerpos de seguridad. Muchos van armados de es- vesti-doco- o n copetas calibre 12, pistolas, subametrailadoras Madzen Uzi u otro tipo de armas, Los ejecutivos Uevan tambien su arma a la cintura o como los policias norteamericanos presentados por la television o el cine, a un lado del pecho cubierta por el saco. Los empresarios comenzaron con este tipo de seguridad desde que proliferaron los secuestros por parte de las orgamza-cioneguerrilleras para exigir rescates econOmicos. En este marco fueron secuestrados los industriales Roberto Poma, Mauricio Borgonovo, Francisco de Sola, Benjamin Sol millet, Ernesto Sol Meza y tantos otros. Los dos primeros en manos de sus plagiarios. Cada dia mds esta situacidn fue haciendo que se desarrolla ra una nueva profesidn, la de guardaespaldas e hizo que sur gieran empresas que daban seguridad a cambio de contratos ele vados. En El Salvador hay sueldos para guardaespaldas que van desde los 1 80 ddlares hasta los 400 dependiendo de la responsa bilidad y el lugar donde trabajen. Por lo menos son siete las empresas que se dedican a ofrecer seguridad a bancos, empresas industriales, ejecutivos y otros lu gares. Una de esas empresas era la que habia creado el mayor del ej6rcito, Guillermo Antonio Roeder Escobar, quien tambien ofrecia Sus servicios de proteccidn a cambio de pago. Contaba con mas de cien, segun algunos o cuatrocientos, segun otros, el mimero de agentes a su servicio. Dentro de esa compaftia fueron planificando el secuestro de industriales para exigirles rescates, segun lo investigd la policia nacional. Asi fueron secuestrados Roberto Siman y Guillermo Busta mante Ausgpurg. Este ultimo habia contratado los servicios de protection de la compafiia de Roeder Escobar y adem&s eran grandes amigos segun la information policiaca. La situation que vive El Salvador ha hecho que los cines, restaurantes, supermercados y otros establecimientos tengan que contratar los servicios de agentes que cuidan las entradas, revisan carteras, bolsos y todo tipo de depOsitos que pudieran servir para ocultar armas o artefactos explosivos. Es comun ver en los centros comerciales a hombres arma s dos con subametrailadoras o la esposa de algun hombre escopetas calibre 12 que cuidan a importante que se dedica a las compras o bien en los centros deportivos cuidar a algun Buena parte de salvadoreflos se acostumbro a ver estos otros en mis de alguna ocasiOn expresan su incomo-didapues consideran que donde ilegan estos individuos arma dos puede generarse algun acto de violencia. Todas las otras fuentes coinciden en senalar que continuan las atrocidades y que la Junta que preside Duarte no parece tener ningun control sobre el ejercito regular que es senalado como el principal ejecutor de la violencia contra la poblacion civil. Al mismo tiempo, el general Haig ha declarado que los Estados Unidos haran lo que sea necesario para impedir la victoria de la en El Salvador. Por su parte los numerosos grupos guerrilleros que estan levantados en armas aseguran que no habra tregua hasta que logren la victoria final. El mayor Roberto DAubisson, radical de derecha, asegura que matando a 500,000 salvadorenos se pacifica el pais. Es inconcebible pensar una situacidn peor, y mien-tra- s tanto los campesinos y los oficinistas y los carpinteros y los mecanicos huyen del pais dejando atras a sus familiares asesinados por el Ejercito o fusilados por la guerrilla que los declaro orejas. Segun los grupos guerrilleros el pueblo los apoya, sin embargo cuando se llamo a la insurreccion general del 10 de enero de 1981 se demostro que la guerrilla podra resistir indefinidamente pero no puede ganar. Su llamado al pueblo fue un fracaso politico y militar. Segun la Junta que preside Duarte con el apoyo del Ejercito, el pueblo los apoya y sin embargo continuan asesinando al pueblo que dicen representar. La poblacion de El Salvador es de casi 5 millones de personas; el Ejercito cuenta con aproximadamente 15,000 miembros; la guerrilla, (segun quien de los datos) oscila entre los 6,000 y los 12,000 miembros. Como es posible que un grupo tan reducido de violentos extremistas de ambos bandos tengan sometidos a su regia a tanta gente? En lo que respecta a la postura de los Estados Unidos debe haber una solucion mas imaginativa que la de la intervencion armada pues aiin en el easo de que se cometiera la torpeza de intervene de manera dincfa en Ell Salvador con tropas americanas no se asi los problemas de El Salvador. Hay que buscar y propiciar la union de los grupos que se oponen a los violentos. pactar con la oposicion politica pacifica, realizar a vigiladas por un organismo internacional y ya una vez una Asamblea Constituvente que se redacte una constitu-eiopolitica que sirva de primer paso para buscar la reunificacion nacional. por ultimo hay que desarmar al pais. En lo que respecta a la actitud de la opinion publica norteamericana todo parece indicar que se micia otra vez la agonia de la division. Para una parte del publico norteamericano la intervencion en los asuntos de El Salvador es una cuestion fundamental de seguridad nacional y es necesario marcar el alto al aventurerismo por lo menos en el continente americano. Para otro grupo de opinion, los Estados Unidos no deben meterse en los asuntos internos de otros paises v menos aun se debe pensar en entrar en otra guerra. Todavia no sabemos a ciencia cierta que es lo que opina aqui la gente, quiza ya es tiempo de saberlo con certeza.
