Debiera estar claro que el problema de los extranjeros ilegales no es sencillamen-t- e un prouiema hispano y que no se limita a los cinco estados del suroeste; es un problema nacional. Si se examina la situation de los empleos en los estados centrales del norte, en la Nueva Ingla terra y a lo largode e la costa oriental, se puede encontrar a miles de extranjeros ilegales no hispanos excesivamente empleados tanto en las grandes industrias como en los negocios de esas zonas. Como el Grupo de Trabajo sobre Emdel Juveniles pleos Los estimados del porcentaje de trabajadores indocumentados en la fuerza de trabajo de los Estados Unidos fluctuan desde el 2 por ciento hasta una cifra tan alta como el 10. No hay duda de que los extranjeros ilegales que estan empleados en las firmas que fabrican ropas en los Angeles, en los del distrito de Columbia o en las fabricas de automoviles de Detroit son gente trabajadora. Confrecuencia buscan, no solo una vida mejor para ellos mismos, sino tambien para los que han dejado atras en sus paises de nacimiento familias y parientes a quienes remiten dinero a facil-ment- dic-tami- me-nud- Pero como asunto de politica nacional . lo? res tlfcS&fjunideijse-pnjdadentes legales no debieran quedarse porque los gobiernos de los cuales huyen estos extranjeros ilegales no estan satisfaciendo las necesidades econo-mica- s o enfrentandose a los problemas de-mograficos de sus propios pueblos. A esta nacion debiera preocuparle espe- cialmente el hecho de las condiciones de-- . sastrosas de trabajo de las industrias de baja habilidad y salarios reducidos en que se hallan empleados los extranjeros ilega-K- ; les, que resultan en la negacidn de expe- riencia de trabajo para nuestros propios ciudadanos. Es un problema grave el que se niegue la experiencia del nivel de entrada a los jove-ne- s del centro de las ciudades porque estas plazas se hallan ocupadas, en medida cada vez mayor, por extranjeros ilegales suje- tos a la explotacion, y el temor creados por patrones altos de escrupulos y con quie- nes, en ocasiones, los sindicatos estan de acuerdo. Algunos han alegado que los esta- dunidenses no quieren desempenar em- pleos de clase baja y jornales reducidos y que por lo tanto se necesita a los extranjeros ilegales si es que ha de hacerse el traba "l 1 S IV V: V : : - mas ampho. n Resulta claro que el problema de la tanto un asunto es politico ilegal como humano y legal. Es tragico que ni el Congreso ni el Presidente se havan enfren-tad- o a estos asuntos. La Patrulla Fronteriza tiene una tarea dificil y peligrosa. No tiene suficiente personal y no se paga lo suficiente a sus miem-broComo ha observado una persona que ha estudiado el asunto cuidadosamente: el sistema de inmigracion legal de los Estados U nidos se ha convertido en una farsa.... Hay gran cantidad de dinero y de miseria personal en el contrabando de extranjeros ilegales por las fronteras estadunidenses. Por razon de que nuestras fronteras no estan muy patrulladas y la mayoria de nuestros ingresados pueden esfumarse dentro de nuestra sociedad, somos un bianco atractivo, especialmente para los que vienen de Mexico, donde el gobierno ha dejado de satisfacer las necesidades de su propio pueblo, sea por medio de una politica o de una politica demografica soli-da- Mientras se desenvuelven y ruedan las hipbtesis relativas ala muerte de Anasta-siSomoza, no estb por dembs echar una ojeada sobre los que se regoeijaron con ese acontecimiento. Los propios nicaragiienses, en Nicaragua, estallaron en jubilo y salieron a las calles para deeir su alborozo, sin advertir que Somoza, por morir como murib, pudo salvarse del castigo que debla habbrsele infligido. Efectivamente, a juzgar por las al respecto, Somoza, fue muer-ten forma tal, que la muerte sobrevino instantbneamente, o al menos, com mu-ch- a rapidez Quizas no tuvo tiempo para jo. Eso, sencillamente, no es verdad. Dichos alegatos deque los necesitamos y se hallan contentos aqui se escucharon por ultima vez para justificar la esclavitud en las plantaciones antes de la Guerra Civil El hecho es que en cada clase de ocupa-cio- n una mayoria de las plazas sean ocupadas por ciudadanos estadunidenses. Si se necesitan verdaderamente trabajadores para efectuar tareas estacionales determinadas, entonces podrian estable-cers- e programas de trabajadores como los que se utilizan en varios paises europeos. Con tales programas haber, por lo menos, un procedimien-t- o regularizado para asegurar el ingreso de los trabajadores necesarios para Uevar a cabo tipos especif icos de traba jos I pero sin limitarse a un patrono especifico). Dicho procedimiento tambien aseguraria la . visi-tante- po-dr- ia de los pagos y benef icios estadunidenses aceptadas que se con demasiada frecuencia, puesto que algunos patrones hacen victimas tanto al extranjero ilegal como al interes publico descui-ia- n Los grandes criminates de la historia, por lo general, no han sido castigados. Su muerte violenta los exime del sufnmiento que implica accrdarse de las culpas o los errores. El afbn de venganza, pues, les sirve de indulto. La venganza puede ser muy espectacular, muy ostentosa, como en el caso de Mussolini; pero eso no es castigo. iQub castigo hubo en profanar los restos del Duce, ya muerto? Una de las principals f ue la que exigiria sanciones a los patrones, que declararia ilegal la de los llamados trabajadores indocumentados. Varias comunidades etnieas expresaron sus preocupaciones, bastante adecuada-mente- , en el sentido de que los patrones podrian volverse renuentes a contratar personas que no fueran de raza blanca por temor de que resultaran ser trabajadores in- documentados y extranjeros ilegales. En breve, la administracion elimino el elemento esencial que es indispensable para la politica equitativa de sanciones a los patronos y que es lo que algunos han descrito como una tarjeta de seguro social segura" o a prueba de falsificacion. Estoy de acuerdo con esas criticas. Si de tratar con la realidad, para no todavia discutiendo este asunto de aqui a un decenio, mientras que se continue negando a millones de ciudadanos estadunidenses las oportunidades de empleo, entonces el establecimiento de tarjeta de seguro social segura y a prueba de falsificaciones, para cualquier persona que desee conseguir trabajo, debe ser el primer punto del programa legislative nacional. Si Mexico, reconocida como una de las naciones mas a vanzadas y lideres de America Latina, quecuenta con amplios recursos naturales y ser una indiscutible poten-ci- a petrolera, exhibe semejante panorama, facil es deducir cuan aflictiva y es la situacion del resto de paises mas debiles y atrasados, cuya fuerza labo-res escasamente ocupada. Si al creciente desempleo unimos la de la poblacion en las ciudades, no se requieren especiales esfuerzos men-tale- s para comprender el por que podero-sa- s bombas se van cargando con el corner del tiempo con devastadora potencia plosiva en el cuerpo socialdela mayoria de naciones latinoamericanas densamente pobladas. o Probablemente el mas significative de esta profunda crisis, se debe a la mamfiesta incapacidad de gobernantes por lo general con mental idad y vocacion paternalista y viciosos hasta la medula de corrupcibn y demagogia. En todo caso es necesario puntualizar que las altas tasas de desempleo no sege-nerapropiamente por el crecimiento de la poblacion. sino fundamentalmente por la carencia de politicas de produccion, educacion. desarrollo v esencialmente por la falta de capacidad para modernizar, en beneticio directo de las mayorias indigen-tes- , obsoletas estructuras sociales y que son el punto focal de los grandes desiquilibrios que separan angustiosa-ment- e a los muchosque nada poseen, de los pocos que controlan en sus manos los hilos del poder politico y economico. Mientras esa argolla formada por gobernantes paternalistas que han instituciona-lizad- o la corrupcibn nose rompa, eldesem-pelo- , seguira su ritmo y planteando situaciones de miseria, de prostitucion, crimen, frustracion y odio entre las capas mayoritarias de la marginada de America Latina. No encontrar el foco que origina el mal, es ademas de cobardia, complicidad con otra argolla mas prepotente y peligrosa, o sea las oligarquias que en vergonzoso ma-- ' ndaje con las transnacionales, pretende mantener un status basado en la mas intolerable injusticia. ci-t- o, dra-mati- al mo-tiv- n . e, O Murib Somoza. El pueblo nicaragben-se- , que buscaba venganza y no justicia, se regocijb, como se regoeijaron en el mundo todos los adversaries de Somoza En el fondo, se regoeijaron de que Somoza no hubiera sido castigado. Este es el triste final de una tiranfa centroamericana: El tirano no fue castigado, porque la venganza se cebb en bl y, hacibndolo, lo rescatb del castigo. Parece un poco absurdo deeir que Somoza no fue castigado; pero si se miran las cosas con calma, se advierte que se le liberb del castigo, lo liberaron del castigo sus matadores. Dulce final para un tirano: ser muerto con violencia. Eso no sblo aleja el castigo, sino deja satisfechos y jubilosos a los que el tirano habla ofendido. Y lo ocumdo ya no tiene remedio; hay que tomarlo como fue y que Somoza, a pesar del gran de su muerte, murib sin castigo. Cuando menos, murib sin recibir el castigo que merecla: el de vivir acosado constantemente por el recuerdo. Hay un deplorable matiz en el asunto: La inmadurez de Nicaragua al regocijar-s- e porque Somoza quedb sin castigo. Esa inmadurez, (no seri un obstbculo para la reconstruccibn de Nicaragua. se presentarla como el recuerdo de errores cometidos Y cometer errores produce malestar, mas allb y mbs acb de una conciencia moral. Reducido a prisibn y a soledad, jomo-z- a no dejarla de preguntarse por que en los errores que lo llevaron a la prisibn y a la soledad. Y la respuesta a tales preguntas, sea la que fuere, no seria agradable. En cambio el pacifista Hess, que se en paracaldas sobre Inglaterra, para gestionar la paz, fue condenado al castigo que debib aplicarse a Hitler: desde antes que terminara la Segunda Guerra, padece prisibn. Si se le hubiera condenado a muerte y se le hubiera ejecuta-do- , se le habrlan ahorrado muchos pero con notoria crueldad se le ha retemdo preso. Es que el pueblo o los , pueblos, nunca pidieron cabeza.
