Show Page Four - The Pyramid - November 27, 2003 Manti City not a low-inco- me community by Benton Petersen MANTI-- - Manti City is community not a Associaas the tion of Governments said, according to the latest census information. Mayor Kim Anderson told the city council during their regular meetlow-inco- Six-Coun- ty ing Nov. 19. "That information is not good news for the receipt of Community Development Grant (CDBG) monthe ey," mayor continued. "The $500,000 matching grant is to be used for the Main Street beautification project, if the city wins the competition to get it. If the CDBG decision stands, then Manti would not be able to compete for the money," Anderson explained. "To attempt to reverse that decision, Manti decided the income portion to re-d- o of the last general survey on a random selection basis. 260 surveys need to be on Nov. 20 and 21," the mayor said. "We hope people dont make enough money," Shannon Miller added. The Main Street project will include a travel center on the southwest corner of Main Street and Second South, according to John Chartier of Sunrise Engineering. It will be on the corner with the Old City Hall' and will include picnic tables, restrooms along with a parking lot between that property and the fire station. Chartier said that $50,000 has been budgeted for the 500 to 600 square foot restrooms. Other money will be spent for trees, lights, planters and benches along Highway 89 from 200 South to 300 North. "A general plan of the city from 2002 to 2005 will also be submitted with the redone income survey showing how the city plans to improve its beautification," Mayor Anderson added. When asked by councilman Mark Anderson just how much the entire Main Street project will cost, the mayor refused to answer saying, "It will give you sticker shock. " Sunrise Engineering and the city will have an open Block house Friday, Nov. 28, from 5:30 to 7:30 p.m., at the Old City Hall. Residents are encouraged to attend and ask questions. "The .entire Main Street Project will be presented for public viewing at that time," the mayor explained. "The project could be completed by 2007," the mayor said, "if Manti wins the competition and gets the CDBG $500,000 matching " grant money. Power shut-off- s A city resident asked the council to turn his electric power back on. He has paid the last two months electric bill on time but the most recent bill could not be paid by the 10th, so his power was shut off. When he contacted the office to see if payments could be made on the bill he was told "no, he could not," the entire bill would have to be paid before electric power would be restored. Mayor Anderson suggested that the council meet Nov. 20 to see what could be done. The resident was also concerned about others in the community who would have their power terminated in the middle of winter when it is cold. The council raised the cemetery burial costs to $150 for a resident and $1,000 for a They also non-reside- decided to change the present ordinance to that the owner of a grave site plot could sell it if they wished and not have to return it to the city if it were no longer needed. Karen Buchannan read the of the Old proposed by-laCity Hall to the council, which were approved. The building is owned by the city but they allowed the board to decide who would be able to rent the second story hall and kitchen for wedding receptions, reunions and other functions. Buchannan also asked for money to pay for tables and chairs to be used in the social hall. The council granted her $500. "If that is not enough money, we would like them to bill the city and not the restoration fund," Buchannan added. The council agreed to that. Diane Keeler reported that the theme of the citys New Year celebration will be Residents may experience but none water turn-ofshould be off after 5 p.m.," Iverson said. "New meters and setters, items used to hold the meters in place, will also be installed throughout fs the city." "The work should be completed by early summer of 2004 if things go well," he concluded. Larry Lund reported that the charge for the Homes Aquatic Center fund raiser will be a $5 donation. The council tabled the installation of the new ZAN officer after councilman Alan Justesen suggested they double check the applicants references. There will be two public hearings on Wednesday, Dec. 3, at 6 p.m., at the City Complex for animal control issues and the duplex moratorium. Finally, councilman Mark Anderson said many people have told him that Manti has become the bedroom community of Ephraim. "If that is so," he said, "Lets make it the best bedroom community we can. City engineer John Iverson updated the council on what is happening with the Manti Culinary Water Im- "Elf" PG Will Ferrell decorations. Most paintings have a direct or subtle political message. I use very unusual color methods and some combinations are not very comfortable. I feel there are plenty of nice, lovely paintings out there done by much more talented hands than mine, so perhaps this showing is my only chance to exhibit a slightly different view of an interior emotional world. " Vincent is a long-tim- e resident of Spring City and has a studio and gallery in Moroni.
