constitution ution of the state of utah is here by submitted to the tied electors of the state for their approval or disapproval viz that section 4 article 18 13 of the constitution of utah be and the same is hereby amended to read as follows sec 4 all mines and mining claims both placer and rock in place containing or bearing gold silver copper lead coal or other valuable mineral deposits softer purchase ther eoff from the united states shall be taxed at the price paid the united states unless the surface ground or some part ther eoff atif such mine or claim is used for other than mining purposes in which case said surface ground round or any part ther eoff so used for other than mining poses shall be taxed at its value I 1 tor or such other purposes as provided by law and all machinery machiner y used in mining and all property and surface improvements upon or appurtenant to mines and mining claims which have a value separate and independent of all such mines or mining claims and the net annual proceeds of dl all mines and mining claims shall be taxed by the state board of equalization see sec 2 the secretary of state is hereby ordered to vive give this proposition to be published in at least one newspaper in every county of the state where a newspaper is printed and published two months pieced ing the next general election see sec 3 this proposition shall be lection 7 of article XIII of the institution of the state of utah relating to the rate ate 2 of taxation bo be it resolved and enacted by the Leois legislature t lature of the state of utah sec 1 that it is proposed to amend section 7 of article XIII of the constitution of the state 1 of utah so that the same will read as follows 7 the rate of state taxation on property for state purposes shall nevor never exceed eight mills on each dollar of valuation four and one half mills on each dollar of valuation for general state purposes three mills on each dollar of valuation val batton for district school purposes one half mill on each dollar of valuation for high school purposes and whenever the tax able property within the state shall amount to four hundred million dollars the rate shall never thereafter exceed five mills on each dollar of valuation unless a proposition to increase such rate specifying the rate proposed and the time during which the same shall be levied be first submitted to a vote of such qualified electors as shall have paid a property tax assessed to them within the state in the year next preceding such election and the majority of those voting thereon shall vote in favor ther eoff in such a manner as may be provided by law sec seb 2 the secretary of state is directed to submit this proposed amendment to the electors of the state at the next general
