I can only hope that these figures will have a sobering effect on the City Fathers and they will respond to the will of the people and cut this excessive expense. The alternative is to substantially raise the cost of the Gty Services (electric, sewer, water, etc.) and add more of a burden to the City residents. People of Fillmore, I have laid out the problems as I see them and have offered an alternative. Im not saying that this is the best solution, but it is a solution. I have had my say. My conscience is clear. I can do no more. Sincerely, Bob Edison Dear Friends, and help with the cost. We are determined to accomplish this and will start the project this spring. Water available to maintain a stand of grass, shrubs, etc., but must be applied through a sprinkler system which will be quite exnensive to install. We are sure you realize the town of Scipio, with its small and population limited resources, would be hard pressed to stand the expense of the entire project. We are currently taxed to the limit allowed by the Legislature. All taxes and revenues provide approximately $11 thousand per year. This is not adequate to provide the normal services our town requires. We also intend to establish a perpetual-car- e fund which will be used to make the cemetery a place of beauty year after year, a hallowed place of which we can be proud. The Town Council has had a feasibility study made and feel they can install a sprinkling system and have perpetual care for about $60 thousand. This is based on the expereince of other comsimilar munities with situations. Even though you may not be laid to rest in the Scipio Cemetery, we hope that because your roots are here, you'll be interested in helping with this project. EDITOR Dear Taxpayers St City Fathers, In response to the City Council request that I furnish proof that Fillmore cannot support a Gty Manager or even the present level of the Citys office payroll, I submit to you the following facts: Fillmore City spent over S44 thousand more than it took in for the fiscal year 1980-8The Gty Manager and Gty Recorder are being paid almost S12 per hour each for jobs that could be handled for half that hourly wage by competent people. The Gty Government has spent S70 thousand of the Cemetery Fund, which is supposed to be kept in a trust fund for the care of the Cemetery. While this is probably legal, it has to be, at best, immoral. If the Gty of Fillmore government continues to spend money the way they have in the past few years, this City will be broke by 1983. The City has approximately S128 thousand in cash reserves. After they pay back the monies taken 1. 16-in- Arkansas to George Henof the terms and condiry and Elzora Woodliff 12, 19, 1982.
