Public Notice The annua meeting of the East Millard Grain Growers will be held January 20, 1982 at 1:30 p.m. in the Reading Room at the Fillmore City Building. $ Grant Robinson Secretary Published in the Millard County Progress January 1, 8, & IS, 1982. 1 New housing regulations aimed at more home loans The U.S. Department of Agriculture has changed its regulations to make it possible for more people home to get single-famil- y loans through USDAs Farmers Home Administration. Charles W. Shuman, of the administrator USDA rural credit agency, said the revised rules change the income eligipermit bility criteria, funds for approved solar heating, and make numerous changes to clarify and simplify operation of the agencys single-famil- y housing programs. The Farmers Home Administration has a wide range of housing programs, including mortgage loans for single-famil- y homes, housing repair and rehabilitation loans, rural rental housing, form labor housing and self-hel- p bousing loans. Before the new regulations were implemented, they were reviewed and revised extensively, Shuman said. One of the major changes is the elimination of a single, nationwide income eligibility level. Previously, only families below with incomes $15,600 were considered for Farmers eligible Home housng loans, except in Alaska and Hawaii. Income ceilings now vary by economic areas and are based on a percentage of the area median income. Low income is defined as 80 percent of the area median income. Applicants who qualify moderate-incom- e for loans will pay interest rates prevailing when the loan is closed. The current interest rate charged by Farmers Home is 13.25 percent. For those with incomes at or below 80 percent of the area median income level, the agency provides "interest credits, which reduce the amount of interest the borrower pays, sometimes to as low as one percent. Using data developed by the Department of Housing and Urban Development, the Farmers Administration Home now sets income eligibility limits in more than 500 economic areas throughout the nation. Income eligibility ranges from $17,000 in some of the nations poorer counties to $23,500 in the more affluent areas, and up to $33,000 in Alaslevels at ka. which applicants become eligible for "interest credits range from $11,500 to Low-inco- $18,000. In addition, the new regulations identify very-loincome levels as 50 percent of the area median income and stipulate that 30 percent of housing loans be made to borrowers in those categories, to the extent preactical. Other changes Include: -- simplified loan information, instructions and procedures to make it easier for eligible borrowers to w 1 understand programs. FmHA loan nterest rates charged on loans to moderate-incom- e -i- borrowers may be either Farmers Homes established rate or Housing and Urban Developments rate, depending on the borrowers ability to pay. -- priority will be given to applications to refinance debts and subsequent loans necessary for servicing actions. Generally, loans will be processed on d a basis, but priority will be given in cases that will prevent loss of a home, -e-limination of the five-yelimitation before Farmers Home has authority to refinance home loans made by commercial lenders when eligible applicants are delinquent for reasons beyond their control and threatened by foreclosure. -- size of allowable living area in new homes reduced to 1,200 square feet from 1,300 square feet, -stipulates certain unusual, recurring expenses which may be deducted from income in determining eligibility. The regulations are being published as a final rule, Shuman said, but the agency is accepting comments and will consider them in making future revisions in the operation of the housing program. Division of the Department of Natural Resources and Energy would like to thank all Utahns who donated a total of $214 thousand to the Nongame Wildlife Fund in 1981. The response was overwhelming, according to A1 Heggen, chief of nongame for Wildlife Resources. Over 16 percent of Utahns receiving a state income tax refund donated to the preservation of Utahs nongame wildlife. Many Utahns who did not receive tax refunds also donated sending by checks directly to the Nongame Wildlife Fund through the Utah Division of Wildlife Resources. Nongame wildlife, or wildlife not usually hunt ed or fished, account for 87 percent of wildlife species in Utah. Yet, until 1981, nongame received only 4 percent of the budget allocated for wildlife programs through a small legislative appropriation. With Utahns' help from the 1981 state income tax check-of- f program, nongame biologists are now working in six areas of the state to preserve nongame wildlife. i few programs include stabilizing dwindling populations of bird species such as bluebirds and burrowing owls, and reintroducing species of nongame mammals and birds which once inhabited the state. Again this year, persons who receive a state income tax refund will have the opportunity to donate part of their refund to the Nongame Wildlife Fund. By checking a box for SI, $5, $10, or other amount on Line IS of the short form or Line 28 of the long form, they will be helping to assure the future of nongame wildlife in Utah. He went on to say, We do not know how much money we will net from the program, but it should be substantial. Authority to intercept Federal tax refunds came from the recent intercept by Congress. The Office of Recovery Services has prepared a computerized list of parents child whose support payments are delinquent. That list will automatically be compared with Federal tax returns as they are filed after January 1, 1982. When there is a positive match, the tax refund will be forwarded to Recovery Services rather than the individual.
