Minutes of the previous meeting were read and approved on a motion by Lem Lovell, seconded by Ben Robison and carried. Chairman Smith advised that several member? of the planning commission had met with the county commissioners at their request and had certified the zoning with the ordinance recommendation that it be approved for adoption. The first item on the agenda was Mr. Gil Trujillo who requested a zone change from agriculture to industrial to allow installation of a cement batch plant in an area approximately one half mile east of the Lone Tree Road, across from the Christensen feed yard. This a ten acre parcel, with a graveled access road. It was pointed out that the master plan called for this type of activity to be located in an industrial area with other industrial businesses. It was recommended that Mr. Trujillo meet with Steve Young, complete an application and attend the meeting scheduled for January 19 at which time a decision would be reached. Tom Greenwood presented a plot plan for a subdivision in phases, located on property on a sand hill, bordered by the Ashby Road and the Jones Road, P.M. His proposal is in an area where power is already underground, as well as telephone service being available. School bus transportation is already provided here. The perc test indicates septic tanks would be feasible for one acre parcels and would be installed to State Board of Health standards. Mr. Greenwood said the first phase facing the North road, would determine the compatibility of such a development. His property is located about four miles from Delta. Discussion followed and Chairman Smith stated the intent of the master plan to call for growth in or near existing communities, and stating that Mr. Greenwoods proposal was preceded by several others and the commission would need to meet and make a a decision concerning possible amendment to the master plan or deny plans to build subdivisions so far from communities. Discussion also centered around dedication of roads to the public and whether or not it became the countys responsibility to lake care of and maintain these roads -- Country Estates subdivision and recommend it to the County Commissioners with the stipulation that before they give any approval to it that the dedication of raods to the public be reviewed and addressed and a policy determined in connection with maintenance of such roads. IS, 1982 Page 7 Official eye Dishes With Vegetables Winter vegetables are hearty, quite unlike the fragile garden produce of spring and summer. Thats why they can combine with a small amount of other ingredients and still supply satisfying main dishes. Go ahead with moneysaving measures such as stuffing cabbage leaves or head with cheesy rice mixtures, green peppers with leftovers or hollowed-ou- t onions with baked beans topped with cheese. Add some new ideas to your menus, too:acorn squash filled with creamy chopped apples mixed with leftover ham or a zippy Moussaka made savory with pork sausage, tomatoes and seasoning. Two acorn squash halved and baked make four servings in an attractive presentation. They offer a good way to use the last shreds of ham from the holidays since the recipe calls for only a cup and a half. The ham goes into well seasoned cream sauce with seasonal chopped apples adding an interesting variation. There's savors goodness in the meaty eggplant dish, hearty with its two sauces and two cheeses, Cheddar and Parmesan. Cover the first layer of sauteed eggplant slices with meat sauce and some cheese, then the second layer with cream sauce, cheese and bread crumbs. Let set for 10 minutes, after baking so you can serve in squares. w to According Council skid testers, pom traction and reduced visibility create the major difficulties when winter weather turns treacherous. These problems are compounded when maintenance and traffic control operations are curtailed or delayed. Sliding off the road, skidding into intersections, and rear-encollisions increase. Tippie reviewed precautions recommended by the Councils committee to help make winter driving as trouble free as possible: Take precautions in case you do encounter traffic check Safety your trunk. Emergency gear should include at least a brush; glass scraper-snobooster cables; flares or emergency lights; a rock salt or traction mats; a tow chain or strap; extra windshield washer fluid; blankets; and tire chains. d tie-up- s. w shov-el;san- d, Have your had your chance yet? REDUCE COUNTY ADJUSTMENTS PROPERTY INEQUITIES cont. from front page ysis of a recent Tax Commission sales ration study. Last year, the State Tax Commission ordered adjustments in local property assessments that ranged from minus 1 to plus 200. The 1981 Utah Legislature, however, refused to go along with the large increases, and directed the Tax Commission to reduce the adjusted local assessments by In effect, this action finally resulted in adjustments ranging from minus 21 to plus 140. According to the Foundation report, in 1980 the county variations from the statewide average ranged from minus to plus 50.6 66.5 and averaged about 41.4 among the 29 counties. Following application of the adjustments, the 1981 variations from the statewide average ranged from minus 46.3 to plus 12.7 and averaged on 20. Keep your exhaust tem, battery and only 10.1 It was noted that in 1980 Millard County had an average assessment ratio of 5.66, which was 57.8 less than the state average. The latest study shows that Millard County had a 1981 average assessment ratio of 10.98, which was 24.4 less than the state average. Although it is dear that the Tax Commission and legislative action to require county assessors to adjust local valuations did substantially reduce the assessment inequities that previously existed among counties, it did not completely eliminate them. In order to obtain approval of the factoring adjustments, some compromises were made. The next major Tax Commssion order to factor or adjust local valuations will occur at the end of 1982 and will affect 1983 assessment. Nature Fact Guard against overconfidence in your car.
