which label them as bad risks: cancer heart disease muscular dystrophy diabetes AIDS or any severe or chronic condition which causes the forfeiture of access to health insurance The families of these children live with the realization that without health insurance the cost of medical care could mean financial ruin On September 1991 HIP began providing protection against unaffordable and potentially catastrophic medical bills to many who never before enjoyed that kind of security Fifteen (15) percent of all those insured by HIP arc under the age of 19 Many of these are small children whose parents could never find health insurance for them Others arc children who have lost coverage under a group plan A great many of them have had serious illnesses or disabilities since birth and require constant medical care Twenty (20) percent of those insured come from rural Utah The HIP program represents a critically needed first step in taking on the problems faced by that segment of our population who arc without health surance By removing the barricade to medical coverage long encountered by the of our uninsured population who have been designated as uninsurable H P is a manifestation of Utah’s resolve to address the difficult issue of availability and access to health insurance and medical care In 1990 the Utah Legislature passed the Utah Comprehensive Health Insurance Pool Ace (HIP) to provide low cost access to health insurance to residents of Utah who are denied adequate health surance and are considered uninsurable because of their medical condition or have been offered coverage only with or restrictive waivers or exclusions offered coverage only at a considerably higher rate because of their health history To date the Utah Legislature has appropriated a total of S4 million in taxpayer funds which are added to the premiums paid by those enrolled in HIP Premiums have been set at approximately 150 percent of average group premiums for comparable private coverage Approximately 6000 Utahns were originally classified as uninsurable Many of these are children They consist of those individuals who have a medical condition or disability that might constitute a high risk of requiring expensive medical treatment and who therefore cannot obtain health insurance from any private insurer They may not necessarily incur large medical bills on a regular basis but statistically they represent the potential for chronic or catastrophic medical expense Generally those who are uninsurable or those parents or guardians who have children who arc uninsurable want and can pay for the financial shelter of comprehensive medical insurance but arc frustrated because they cannot find an insurance company that will sell it to 3 family of Park in the garage of a Midw ay home (the door was left open) and another in an abandoned bam near Vivian Park in Provo Canyon What seemed like safe havens for the cougars turned into big problems for the landowners In these two cases DWR biologists captured both cats and released them back into the wild safely Ho s in cougar country are advised not to leave doors of garages bams or sheds open especially in the winter They should not leave pet food out either or allow their pets to run loose Cougars will prey on dogs and cats because they’re easy to take Unfortunately the cougar that chose the garage also made a meal of the family cat before she was captured |
