decision nears The future of the Chalk Creek Canyon road may be decided soon as Federal Highway Commission officials are slated to inspect the area October 9 Forest Service District Ranger Ron Wilson said this week that it is hoped the Highway Commission will back a plan to replace the road with a new design allowing for benched road areas above the low extremes It has been determined that it would be futile to rebuild the road in the original river bottom location since the possibility of future washout is too high The road is vital to area cattlemen and of high importance to Fillmore tourist promotion since previous to its being destroyed by the 1983 floods it was widely used by recreationists and hunters from all over the state Wilson However admits that rebuilding the road on benches above the low extremes is bound to be very costly “The high cost of the project has slowed committment by the Federal government to the project” he said “But we hope to have a definite response from them sometime after the October 9 visit” An alternative plan to the “benched” road idea is to build a completely new road high above the creek bed on the south slope But this plan has a ma“If we build on the south jor slope” Wilson explained "we are going to have a very steep drop into Cove which is one of our main recretion areas So far we have not devised an engineering plan to overcome this problem” Either plan will have to contend with the troublesome problem of mud slides since wet years have saturated soils and left underground water tables at their highest in years Fire County Commissioners and local fire chiefs are pondering a plan to create a special service fire district which would relieve towns and cities of fire protection costs and potentially fuse departments with extra funds at no extra cost to the average taxpayer Millard County Commission Chairman Mike Styler said that a resolution to form the special service district would have to be passed by the commission but voters would have to approve the idea via a referrendum Currently cities and towns pay for the cost of protection in their areas In outlying areas counties and cities split protection costs Linder the special service district plan a mill levy would be assessed to all residents to pay for fire protection in the entire county “This would simply shift the current levy incurred to pay for fire protection from towns cities and the county separately to the special service district” Styler said In addition the special service div'rict may be eligible to collect assessed taxes from IPP Ed Phillips said Lucas confessed to him and Detective Robert Dekker Monday during an interview conducted in Georgetown Texas where the 48 year old suspect is being held Phillips and Dekker flew to Texas Sunday evening to question Lucas about a woman’s body found Aug 19 1979 near the north Cove Fort interchange said he made arThe sheriff rangements with the Texas Rangers to interview Lucas in connection with the unsolved murder after conferring with them about the possibility that he may have been involved with the killing A badly decomposed body of a woman the state medical examiner said was between the ages of 30 to 50 and 5’ 2” tall was discovered in 1979 by Leonard Watts of Kanosh and his family as they were waiting for Rodger Johnson of Fillmore to join them on a wood hunting weapon being used so asked him if he had ever had one” He said Lucas told him that he did own one but didn’t like it so he got rid of it Lucas said he had picked the woman in Beaumont up on Highway California and she had traveled with him and his partner Otis Elwood Toole of Jacksonville Florida for a couple of days He said she wanted a ride to Kansas and he told her he would take her there but Panoramaland has again come under fire from Millard County officials who think its tourist promotion efforts are of little value to the west Central Utah area “Millard County really isn’t even in the area commonly known as Panoramaland” Millard commissioner Harold Stewart told the Committee of the Association of Governments (AOG) at its recent monthly meeting The commissioner said that he and many business owners do not like tax money collected in Millard County going toward advertising for an area thev don’t even feel a part of The state is divided into nine separate Travel Regions for promotion purposes Panormaland is funded by counbased on the amount of ty allocations transient room tax collected Millar J commissioners last June passed a resolution which stated funds sent to
