donated by Bruce Curtis of Courtesy These trees are beautiful Hardware trees and we are very appreciative of the donation The Boy Scouts have been organized and are anxious to help out at the fort Cub Scout Justin Eliason is shown planting the two trees The trees that were planted several weeks ago are growing nicely although a few will not make it because of the lateness of the planting date A gas pump has been purchased which should make it easier to water the trees than carrying water to them in buckets Work is progressing at Fort Deseret but donations of work and momy are needed to keep the Deseret Restoration Fund Justin Eliason at Fort Deseret Help for a deserving heart Noland Anderson age 34 of Cedar City is awaiting a heart donor for a transplant operation that is essential for him to continue with his life He has an excellent chance for success with an otherwise healthy body He had his first heart attack at the age of 29 With a transplant he will have an opportunity to continue his life with his wife Vicki of 15 years and his three children ranging in age from 7 to 11 He has worked for the Department of Transportation in Cedar City for 15 years where he is very well liked Commissioners Millard County May 24 1988 In attendance were: Warren E Jensen R Michael Commission Chairman Styler Commissioner Abner Johnson Whicker Marlene Commissioner Millard County Gerk Warren H Millard County Attorney Peterson AdCommission Robyn Pearson ministrative Assistant Chairman Warren Jensen reported that he had attended a Central Utah Public Health Department meeting to discuss the Ad Hoc committee which has been the subject of recent criticism Mr Jensen informed the commission of complaints which have been made against the board and its members Commissioner Mike Styler reported on a trip he and Mr Robyn Pearson made Friday May 20 1988 to the Warm Creek RanchGandy area Their visit included a tour given by Gerald Bates of crystal caves which are filled with rock formations similar to those found in Lehman Caves Mr Styler reported that Mr Bates has a mining claim to the caves and that he is being forced by government organizations cluding the BLM to develop the caves Mr Bates expressed an interest in working out an arrangement with the County so that the County could become a trustee or guardian of the caves and then lease the caves back to Mr Bates to allow him to provide tours of the cave Commissioner Styler pressed interest in helping preserve the cave and developing it as an economic development interest and helping to promotr tourism to the area He felt that the County could mediate between Mr Bates and the BLM to insure that this could be done He also reported that a local business there The Border Inn has made new additions to their motel units and were filled to capacity abqut 'A of the time Mr Styler and Mr Pearson also met with Rod Maxfield who is proposing a development of warm water shrimp at Warm Springs Mr Styler commented that they had taken water samples of the geothermal springs Mr Styler commented for the record that the proposed agreement with termountain Power Agency regarding repayment of the Impact Alleviation funds is still in the bargaining stage and that the County is basically waiting for their attorneys to agree on the contents of the proposed agreement Later in the meeting Attorney Peterson reported that he had spoken with Blaine Carlton a bond attorney assisting with the agreement Bill Peters an attorney advising Millard County on IPA taxation issues and Mark Buchi the attorney representing IPA on taxation issues They each felt that the economic analysis of the proposal must be more complete and negotiation between the parties must progress further before such an agreement can be written Attorney Peterson also noted that there no current release of sales and use tax figures for IPA Mr Peterson suggested that the County keep the Tax involved with all the Commission negotiations with IPA Mr Peterson also informed the Commission of a law suit that has been filed in the Fourth District Court of Millard County IPA and Union Pacific Railroad vs Millard County The Board of County Commissioners the Commissioners dividually the County Treasurer Mrs Day Assessor Jim Talbot the Utah State Tax Commission and its Commissioners He said the lawsuit seeks declaratory relief and recovery of taxes paid under protest on the statewide assessment and collection levy Attorney Peterson noted that Bill Peters had anticipated that many other counties and corporations would also be sued Pearson Administrative Robyn Assistant introduced Mr Jim Kelly from High Country Grain Mr Kelly has applied for a Revolving Loan Fund for Economic Development in building a pellet mill out west of Kanosh Utah at the Hatton RoadI-1Intersection Mr Pearson noted that the application was very well put together and the resources projection figures and other aspects of the proposed business were well established Commissioner Johnson asked the projected volume he intends to achieve Mr Kelly felt that he would produce approximately 3000000 tons a year He stated that during construction he would hire 5 or 6 employees and during manufacturing 3 employees per every 10000 tons Mr Kelly stated that an expert will be brought in from out of the county to manage the plant The county has about $6200000 in the Revolving Loan Fund at this time Estimated proMr Kelly also ject cost is $18500000 stated that he is considering developing and farming herbal tea However Mr Kelly explained the difficulties he is having obtaining a loan from banks in the area due to the fact that he feels is not recognized as a agriculture business Mr Kelly commented that he would like to have the local banks volved in financing the project but he is not getting cooperation from them at this time Mr Pearson feels that there is not enough capital expended in the local loans The Commission discussed at length problems in financing agricultural businesses Mr Pearson has arranged a meeting with Mr Kelly and the County Revolving Loan Fund Board Commissioner Johnson expressed his appreciation to Mr Kelly for his determination to develop a market for the local crops and bringing in employment opportunities in the County Authorization was given for the purchase of stock panels for use for the stock show and race fairgrounds is These panels will be used tracks throughout the County and will cost approximately $950000 It was noted that $1800000 had initially been budgeted for these panels Johnson requested Commissioner that the Commission set a date for a planning meeting and a meeting for public comment on concerns they have Mr Johnson regarding the county suggested that each commissioner have time at the public meeting to discuss concerns in their department Commissioner Johnson also felt that a planning meeting would be useful Attorney Peterson felt that the public perception of the County Government has some serious concerns right now and that such a meeting may or may not help the situation depending on how much participation the citizens of the County show in the meeting Commissioner Johnson felt that the Delta meeting of the Commissioners was not productive to this point Commissioner Styler suggested that specific priorities be set for topics of discussion at the meeting Mr Keith Griffiths secretary of the Millard County School District met with the Board of Commissioners to request that the County release protested in lieu of tax money from the protested IPA 1987 payment Mr Styler asked Mr Griffiths if he was aware of the the agreement that Millard County School District (under the direction of Supt Topham) and IPA made which agreed to hold the money Mr Griffiths stated that the school district was asking for an additional $14 million which would be 48 percent of the total Johnson IPA money Commissioner asked how the Couonty could release that money with the agreement they had previously made with IPA Mr Griffiths stated that Supt Topham felt that the school district could provide the County with a signed form stating that they would pay it back with terest upon demand if the funds were Commissioner Jensen felt protested that the money was the State School District Fund not the Millard School District money and that the State would have to provide that sort of Mr guarantee or signed agreement Styler commented on a similar procedure devised for the Fire District Mr Griffiths was aware of that situation and was interested in a similar arrangement However Mr Jensen felt that the County collected the money for the State Mr Griffiths explained the reasons for the requests and the circumstances the School Board is faced with specifically the Utah School Board Association has proposed a joint venture which requires the Millard School District to participate in the sum of $3900000 Commissioner Jensen felt that
