1984 issue of “American Conservation Volunteer” published by the American Forestry Association for his volunteerism in building and trails in the Fishlake maintaining National Forest The article contained a photo of Gene and read as follows: “Selecting one outstanding volunteer or group of volunteers to highlight is always a difficult task as there are many notable candidates from which to choose Each of the volunteers deserve special recognition for the contributions they have made to the understanding protecand of the tion enhancement cultural and natural resources of our nation’s public lands “For more than 50 years Gene built and Ashby has voluntarily maintained trails in the Fishlake National Forest He says he loves the projects “He has a deep love and respect for the mountains which he has his many demonstrated through years of trail work and which he sought to share with the youth in his area He frequently took many young men with him and camped over- them about the night teaching mountains and nature His contribu- tions will benefit the community for many years to come” Gene is a veteran of World War I and for many years was Chaplain of Veterans’ the World War state organization r a f Officials warn to stay clear until complete Deseret Bridge reconstruction project will entirely replace the old culvert system The $400000 cement structure V V ' is expected to be completed by March 1985 and will allow the passage of t to rfm-- as much water as the river channel can handle Deseret Bridge rises once again Once again the bridge on Hwy 257 at Deseret is going in but this time it will be a real bridge to replace the old culvert structure and state road officials promise it will stand all the water the Sevier River channel can handle UDOT District 5 Supervisor Steve Noble said that the cement structure should be completed by March I 1984 though installment of road asphalt over the bridge may be delayed by weather conditions until later in the spring The illfated bridge was removed in June of 1983 when the DM AD Dam collapse caused the great flood at Deseret The bridge was replaced in the fall of that year only to be torn out again as waters in the river channel began to rise during the winter of A temporary single lane No 23 December 13 1984 bridge has kept the road open in the mean time Mr Noble said that the road will be kept open during the construction project Slated to cost around $400000 the bridge is being constructed by Build Construction of Salt Lake City and will have two traffic lanes and pedestrian sidewalks n truck limit imposed 10-to- The Jones RdIPP commuter route between Delta and the power plant will be opened this winter as paving on the project has been completed However county officials are pleading with residents to stay off the new route until signing can be completed and the road can be legally The county is moving to make official a truck limit on the soon to be opened Jones RdIPP commuter route Sheriff Ed Phillips explained that this restriction is severe and is clearly intended to keep heavy truck traffic off the commuter route Exceptions to this load limit will be made to residents vho live along the road “A 10 ton limit would not even allow an empty gravel truck or an empty cement mixer truck on the road” Sheriff Phillips said “Of course the county will be allowing ceptions to farmers and residents on the road who would need to use the road for access to their property with larger vehicle loads but other than these limited cases there will be no large truck use of the road allowed” he said open Millard County Sheriff Ed Phillips said that motorists attempting to use the road prior to its opening will be cited for a traffic violation if caught using the road Mike Styler County Commissioner said a few near warm days the past few weeks have allowed the completion of the paving project and the road has been painted “It may take a few weeks to get the road signed and we hope everyone will cooperated and not use the road until we finish it” he said School district imposes spending freeze to make up deficit Valley will see power rates soar A three month supply spending freeze has been imposed on Millard County schools as the district attempts to make up a $169000 deficit in the fiscal Maintainance and Residents in the extreme western por- tion of Millard County are facing a 17 percent increase in electric power rates for 1985 as Mt Wheeler Power Inc begins paying for the Bonanza power plant under construction in Utah’s Uintah Basin About 20 residents from the Snake Valley region of western Millard County met in Eskdale Monday night to hear v 75 RdIPP commuter Snake pa Vol route almost a reality In addition directions to the impressive number of trails which he has actually constructed he has also donated countless hours of hard He h&s labor in trail maintenance even often furnished the necessary dynamite and hand tools for these work ‘To be so dedicated you would have to love it’ said Fillmore District Ranger Ronald Wilson when he recently presented Ashby an award in appreciation for his many years of service “In the early 1930’s Ashby lived in the Cove Fort area which lies between the Fillmore and Beaver He voluntarily Districts Ranger worked on trails in both areas He moved to Fillmore in 1933 and worked on trails during the summer as time permitted “He constructed and reconstructed the Bear Pine Trail in the 1940’s He built a small den and patio in the 1950’s These were constructed by adding cement sides to a natural rock ledge near the base of White Pine Peak He packed the cement in for several miles on horseback to construct the walls “Ashby then built trails leading to the den from several different 0 explanations by power company officials as to why the increase for 1985 is so extreme They were told that even though the of the Bonanza 360 megawatt Unit plant will not begin producing power until cost of the plant is being passed on now so that a “rate shock” will not occur later Power company officials said the rate increase is also based on the prediction that supplies of cheap excess hydropower from the northwest will not last past March Currently power companies throughout the west are takwatering advantage of cheap generated power but even an average moisture year could dry up the excess officials explained Thus due to new plant capacity costs and expected loss of cheap hydropower Mr Wheeler claims it will pay about $56 million for its wholesale power needs in 1985 as compared to $33 million in 1984 Mt Wheeler is part of the Deseret Generation and Operation District Budget Kenneth Superintendent which said the deficit Topham amounts to about three percent of the $6 million M&O Budget was caused by several factors “Our maintenance costs have risen dramatically in the last few years due to the new schools we have built And even though we anticipated the growth in the district the timing of that growth was difficult to predict Thus we over spent this portion of our overall budget and now w e Dr are trying to compensate” Topham said The district’s strategy is to use up make do present supply inventories with older equipment that might otherwise be replaced and freeze supply spending to ensure the deficit does not grow The superintendent is optimistic that further growth in the county’s school system wi’ lead to increased state funding which might also help to bring the budget back in line The school district head noted that the overall budget is on line and that the M&O Budget is only one aspect of the entire budget The spending freeze is not expected school activities of to affect either teachers or students to any great degree “We have made it a policy that we will not let things like this affect textbook purchases and it is unlikely that students will notice significant changes caused by the supply buying freeze” Dr Topham said
