Sheriff Ed Phillips said Phillips said at ibout 12:10 pm 19 Feb two young men were Sunday northbound on Interstate 5 just north of Scipio when they were approached by a man driving a pickup truck and rifle out the a brandishing pa winger window with one hand while dri mg with the other "He was screaming at the two occupants to pull their car over or he was going to blow their head off” Phillips said The car and the pkkup pulled over The gunman told the two men he had nothing to lose that he was wanted all over Utah according to Phillips He then stole the car and drove off “He left the pickup truck there still running” Phillips said The truck's owner was identified by the vehicle registration as James R Palmer 25 of Riverton Wyoming The two men stopped a passing motorist who returned to Scipio and reported the incident to the Millard County Sheriffs office minutes later The two men then hitched a ride with a semi to Juab County where they reported the incident to the Sheriffs office there Meanwhile an "attempt to locate” southern was broacast throughout Utah for the armed car thief Phillips said roadblocks were set up in the area The pickup truck was sealed and towed to the County is investigating the suicide “We did an extensive interview with the two individuals in the car he stopped” Phillips said “Our thought was maybe there was something that happened back down the road maybe cut somebody off or somebody something like that” But there was no such contact he said “We were really at a loss trying to figure out what had taken place” Phillips said “but I think we finally have it pieced together” A small pipe and a substance Phillips said “we believe to be crack” was found on Palmer A background check showed Palmer had a history of drug use But Phillips said Palmer had no criminal history and was not wanted anywhere "What think we have is a classic case of what happens to heavy drug users particularly cocaine or crack” Phillips said "They get into a state of paranoia where they start imagining all kinds of crazy things like people are after them This is not the first time we've seen this I’m very confident right now that's what happened” in had been reimtionality bursements to rural hospitals has been filed against the federal Department of Health and Human Services by the National Rural Health Association Eighteen Utah rural hospitals are part of the suit through the Utah Department of Health an association member of the organization including Fillmore Medical Center and Delta Community Medical Center The suit was filed in a Washington DC federal court Dr J Brett azar director of the state division of community health services said rural Utah has a higher proportion of older people than that state av a whole and rural hospitals a'o
