Geography is getting a lot more attention in Utah schools this year and it’s largely due to a magazine Yes that magazine is National Geographic It sponsored a poll of people in nine nations last year and the conclusion was that Americans need to know more about geography So the magazine sponsored “National Geography Week” last year putting the spotlight on its favorite subThis the National year ject Geographic is conducting a National Geography Bee and more than 25000 American schools are comepting The format is similar to the spelling bee with contests for students in the fourth to eighth grades Utah schools enthusiastically jumped More than 300 into the program schools are participating They held geography bees in each school and the winners took written geography tests that will be graded by the National Geography Bee staff The top 100 Utah students will then compete in a state geography bee scheduled April 7 at Salt Lake Community College The winner and his or her teacher will a credit card Banks are trying to steal business from each other so you are likely to receive a lot of “preapproved credit” solicitations in the mail This makes it a great lime to reevaluate the credit card you may have been using for the last years Last week’s column discussed the issues This week Dr Norleen Ackerman consumer economist in the Utah State University College of Family Life will outline some of the specific terms you should check when applying for new credit cards Grace Period: This is the most important feature if you pay off your bill in full each month The grace period refers to the time between purchases and when interest starts to be charged If there is no grace period you’ll be charged interest from the time of each purchase So even if you do pay off your monthly statement in full you may end up paying $3 to $10 a month in interest charges Interest Rates: Even though interest rates in all other types of loans have decreased significantly over the past 10 years many credit card rates have mained high The average rate on a credit card in 1981 was 178 percent In 1987 the average rate for and Visa was 184 percent If you are among the 60 percent of consumers who don’t pay off their entire bill each month interest rates should be your primary concern Federal and state laws require that terest rates be stated as APR (average percentage rate) based on the percentage you pay on the balance you owe Variable Rates: Choosing a credit card was made even more complicated by the introduction of variable rates and tiered rates Variable rates are tied to either treasury bills or the prime lending rate and are adjusted quarterly They often start lower than other cards but you must remember that the rate can go up to the issuing state’s legal usury limit late payments or exceeding your line of credit So be sure to read all parts of the credit agreement Choosing child care by Dennis Hinkamp Information Writer Utah State University Child care is a growth industry Over the last 10 years discussions have moved from "Should we have day care?” to “What kind of child care should we have and how will we pay for it?” In most cases “preschool” "day care” and “child care” are interchangeable terms By strict definition preschool refers to a program lasting four hours or less Day care and child care are longer Most often day and child care facilities have a preschool component in them says Dr Shelley Lindauer early childhood specialist in the Utah State University College of Family Life She says in recent years consumers have become more interested in the preschool aspect of the programs than just the simple tending of their children while they are at work In Lindauer says general “registered” “certified” and “licensed” are interchangeable In terms Utah child care facilties must be licensed licensing primarily establishes quantitative standards for the facilities For instance standards are set for teacherchild ratios the square footage of facility space per child the number of toilets per child and general cleanliness In Utah licensing is required for any facility that sells services to 13 or more children for more than four hours per day This exempts babysitters and small home care operations she says Just as there is a wide range in the quality of driving among all licensed drivers licensed child care facilities is the vary greatly “Accreditation” new term on the block There are only about 650 programs accredited in 45 states Utah has three Lindauer says while licensing is concerned with quantitative aspects of child care accreditation is concerned with qualitative aspects The buzz word in the industry today is “quality” child care Child care is a seller’s market More people need the service than there are centers providing the service This is especially true in the case of care for children less than two years of age Most of the care for these young Consumer I children is still taking place in homes she says Lindauer says the only national organization doing accreditation is the National Academy of Early Childhood It is working with state Programs social service agencies and the already intact licensing laws to improve child care facilities Since the program is new not being accredited should not be construed as being inferior she warns Many child care facilities simply have not applied yet Next week’s column will take a brief look at the accreditation requirements for child care These can also be used as guidelines for choosing your own child care facility ft
