DISTRICT The Utah Division of Wildlife Resources (UDWR) has proposed to transplant 50 to 100 North American elk (Cervis canadensis) beginning in May 1988 on to the Fishlake National Forest in the Hills area at the southern end of the Canyon Range in order to increase recreational opportunities There is currently a small population of approximately 10 to 20 elk habiting this area An Environmental Assessment discussing the proposed transplant is available for public review at the Fillmore Ranger District of the Fishlake National Forest Viable alternatives considered are: ) To deny the request by the Utah Division of Wildlife Resources (UDWR) for a transplant to supplement the existing elk population and allow the herd to increase "naturally of ) To permit the Utah Division Resoures Wildlife to transplant 25 yearling elk into the Eightmile area in May 1988 There will be no changes in access management due to the presence of an elk herd of ) To permit the Utah Division Wildlife Resources to supplement the elk currently inhabiting the Eightmile area with a transplant of 50 yearling elk in May 1988 The upper portions of the Whiskey Creek road (092) and East Eightmile road (093) may be placed under a seasonal closure of ) To permit the Utah Division Wildlife Resources to supplement the elk currently using the Eightmile area with a transplant of 50 elk in May 1988 supplemental transplant of 50 elk will increase the herd size sufficiently that it is not liable to a catastrophe that would annihilate it On the other hand it will permit a slow enough growth rate for cor- as removal of the elk from the Research Natural Area The other alternatives either do not increase the herd past the critical threshold so a catastrophe could annihilate them or lead to a rate of increase that will be too rapid to properly monitor and manage the herd Since there already is a growing herd in the area most of the issues and concerns raised during scoping will probably have to be dealt with regardless of the number of elk transplanted have further decided that: A The elk population in the Canyon Range will be managed at a population of elk until monitoring shows that there is additional unused capacity Due to the difficulty in censusing big game populations habitat monitoring will be critical in determining when the herd approaches the carrying capacity of the range B Once established the elk herd will be managed within the carrying capacity of the range Any conflicts that may arise will be in accordance with direction given resolved in the Forest Plan C The Partridge Mountain Research Natural Area will be monitored for elk use studies will be established to Vegetative determine If elk if this ecosystem is being affected the offending significant removed D Elk herd size and location will be monitored through vegetative studies pellet transects visual sightings winter flights Elk range rides and possibly radio telemetry use becomes elk will be on the Canyon Range will be monitored determine if habitat degradation and to ensure that the herd does not damage the forage resource Interagency personnel will monitor the Canyon Range to determine where elk are spreading to from the transplant site in the Whiskey Creek Allotment and will do further analyses on these areas to determine if there is room for elk without significant impacts on other resources E Rested livestock units on the National Forest will be monitored to ascertain that spring use by wild herbivores does not ceed 25 percent of key species as allowed by If deer and Forest Plan Guidelines elk use exceeds this limit their numbers will be reduced until they are in balance with the forage resource F Due to existing depredation problems poor range conditions and the potential for forage competition with deer and livestock in the Oak Creek drainage elk use should be limited in this area If conflicts arise in this area an interagency task force (USFS and UDWR) will resolve them BLM G Calving areas will be located and monitored to determine the need for seasonal road closures H Any proposed projects on the National Forest in the Canyon Range not approved prior to icant impact therefore an Environmental Impact Statement will not be prepared There is no significant impact because: (1) adequate ple habitat for elk exists on range considered suitable for livestock and the Fishlake Forest Plan allocates at least ten percent ot forage for wildlife on range classified suitable for livestock (2) due to habitat from fire and range modification changes the Canyon Range has become good elk habitat and poor deer habitat the UDWR desires to emphasize elk over deer en this area (3) elk tend to use areas not used b livestock (4) once established elk will within the carrying capacity of the managed range and conflicts will be resolved in cordance with direction given in the Forest Plan (5) the UDWR will handle depredation complaints according to the Utah State Code (6) BLM administered lands will be monitored to determine impacts of elk (') from elk hunters will be minimal impacts due to relatively small herd size and number of elk permits (8) recreational opportunities will be enhanced (9) impacts of road management will be minimal (10 monitoring of the elk herd and habitat will allow early recognition of and minimization of impacts and (II) although use of the Research Natural Area is expected to be the RNA will be monitored and significant if elk use becomes significant elk will be removed from the area Implementation may take place after Mas 15
