persons or property A of this section is a class B misdemeanor Any ordinance adopted by a local authority that governs a person’s operation of a vessel while having alcohol in the blood or breath or while under the influence of alcohol or drugs shall be consistent with the provisions of this chapter (l)(a) It is unlawful and punishable as provided in this section for any person to operate a vessel on the waters of this state if: (i) the person has a blood or breath alcohol content of 08 percent or greater by weight as shown by any chemical test given within two hours after the alleged operation or (ii) the person is under the in- - fluence of alcohol or any drug or the combined influence of alcohol and any drug to a degree which renders the person incapable of safely operating a vessel Towed Devices The operator of a vessel which is towing a person on water skiis or other devices shall be responsible for maintaing a safe course with proper lookout The progress of the person under tow shall be reported to the vessel operator by an onboard observer who is at least eight years of age The operator of a vessel shall not tow water skiers or other devices between sunset and sunrise A flag shall be displayed by the observer in a visible manner to other boaters in the area while the person to be towed is in the water either preparing to be towed or finishing a tow The flag shall be international orange at least 12 inches square and mounted on a handle The operator of a vessel which is towing a person on water skiis or other devices shall require each person who is water skiing or using other devices to wear a personal flotation device In lieu of a personal flotation device a ski belt may be worn if there is a personal flotation device on board the vessel for the chemical suicide dependency psychiatric or other types of unsucdisorders cessful lifestyles Sociological Theory— This group of theories suggests that there are cultural and environmental causes to chemical These are based on findependency dings of high rates of chemical dependency among certain cultural groups and low rates among others The deviant behavior theory falls into this category as well Physiological Theories-Th- is group of theories states that certain people are predisposed toward certain diseases because of a genetic causation and that the likelihood is often passed from one generation to the next All are based on the assumption that chemical dependency is based on some kind of physiological dysfunction The metabolic theory focuses on metabolism the endocrine theory focuses on hypothyroidism or hypopituitarism hypoadrenalism the nutrition theory hypogonadaism focuses on nutritional deficiencies that are supplemented by alcohol and drugs and the allergy theory focuses on an allergic response that creates a craving As research continues I am confident that definitive answers will be found to aid in the battle with chemical dependency But for now the best advice is 1) abstinence or at least moderation 3) 2) open communication and 4) positive life skills development the recognition that alcohol or drugs s are not the to the daily problems in life losing consider also increasing the minimum wagea move that will inevitably put more people out of work Advocates say an increase will ease the burden of the working poor But logic experience and common sense suggest otherwise Senator Edward Kennedy and Representative Augustus Hawkins have introduced legislation that would force the minimum wage up nearly 40 percent during the next three years to $465 After 1990 the minimum wage would be indexed to half the average American worker’s wage That means automatic increases in the minimum without further public comment or legislative action There are several key reasons to question the advisability of enacting such legislation Jobs at Risk First economists are virtually unanimous on the fact that jobs will be lost if the minimum wage is increased The Minimum Wage Study Commission concluded in 1981 that every 10 percent increase in the minimum wage could eliminate 70000 to 200000 jobs for teenagers alone Total job loss could be substantially higher Given a nearly 40 percent increase the legislation proposed by Senator Kennedy and Representative Hawkins would jeopardize an additional 400000 to 800000 jobs denying opportunities to thousands more Simply put the minimum wage won’t mean a the rate people are forced out of their jobs A higher wage is little consolation for someone who doesn’t have a job Furthermore by eliminating jobs that provide chances to acquire skills and job experience the proposed legislation would make it even more difficult for unskilled or inexperienced individuals to obtain the training and work references they need to move up the employment ladder This bill not only cuts off people’s employment and incomes it also cuts off their opportunities for the future A Poverty Weapon
