SERVICE FISHLAKE NATIONAL FOREST Inventories conducted over the past years indicate there are about 2160 of noxious weeds and poisonous plants on the Fishlake National Forest These plants reduce range productivity by replacIn addition to ing desirable plant species direct effects these acres of noxious weeds and poisonous plants can serve as a seed source for other lands both down wind and down stream County Commissions Soil Conservation District Directors and local citizens have expressed strong support for a Forest program to control and eliminate these weeds and plants In December of 1986 the Intermountain Region of the Forest Service released a Final Environmental Impact Statement (FEIS) on control programs for Noxious Weeds and Poisonous Plants The Record of Decision for that FEIS stated that Forests could use biological chemical or manual means for controlling noxious weeds and poisonous plants However it requred that a environmental analyses be conducted prior to implementing control activities The FEIS also covered the human health risks of chemicals used for treating noxious weeds and poisonous plants The Record of Decision for the FEIS went on to list mitigation and implementation that would have to be carried out quirements in conjunction with these control activities environmenBased upon the tal analyses contained in the attached material labeled "Noxious Weeds and Poisonous Plants Fishlake National Forst it is my decision 1987” to proceed with chemical treatment of the noxious weeds and poisonous plants on the Fishlake National Forest These treatments are to be applied vehiby ground methods either by small cle mounted equipment or by back pack spray equipment These treatments must be in the areas and according to the manner called for in "Noxious Weeds and Poisonous Plants Fishlake National Forest 1987" Furthermore these treatments must be in cordance with all measures called for in the FEIS and Record of Decision for the Intermountain Region Noxious Weed and Poisonous Plant Control Program 1986 This decision is also based upon the analysis presented in the FEIS for the termountain Region Noxious Weed and Poisonous Plant Control Program 1986 the analysis presented in Noxious Weeds and Poisonous Plants Fishlake National Forest 1987 and past experience with ground treatments that have been applied previously to all the proposed treatment areas I have determined that this action has no significant effect either individually or cumulatively and therefore constitutes a categorical exclusion from the need to Assessment prepare a Allotment Millard County Utah USDA Forest Service Fishlake National Forest The Whiskey Creek Cattle Allotment is one of seven allotments in the Cooperative Resource Management Area As part of this area many range immanagement provements were constructed and as of this date March 4 1987 all programed provements have been completed on this allotment The completion of these improvements had increased the grazing capacity At present there are 743 cows for 3834 animal months (AM’s) The estimated grazing capacity on the allotment with the provements completed is 5568 AM’s This leaves an excess of 1734 Am’s above the current obligation The 1986 grazing season showed that the estimate of 5568 AM’s was very conservative We anticipate that the next three years will confirm the grazing capacity to be much higher than 5568 AM’s Therefore to reduce the over grazed conditions on the Pioneer and Scipio cattle allotments 240 cattle will be transferred to the Whiskey Creek allotment The number of cattle transferred is adjusted to the longer season of Whiskey Creek The total animal months transferred would be 238 AM’s This leaves an estimated 496 AM’s in excess forage on Whiskey Creek
