million to finish the Bonneville Unit of the Central Utah Project urthermore the county should act now to remove its residents from the burden of paying for a project that mav never benefit them directly the average county Since 1965 homeowner has paid $18 a year to fund the CUP Now they are being asked to approve a debt on the project that o more than the entire original estimated cost of the project 20 years ago Voters were told in 1965 that the Bonneville Unit of CUP would cost and would begin million $3325 delivering Uinta Mountain water to the Wastach Front by the early 1970s It was projected that soon after some ot that water would be directed south to the Sevier River counties the But because of cost overruns project’s ultimate price tag is now pro in jeeted at more than $2 billion-crease of 633 percent-apermanent water deliveries into the Wasatch Front aren't expected until the turn of the century Millard County residents may not sec the result of their donation to the CUP until much later East Millard tax payers will never benefit at all from any CUP developments It is proposed that some CUP watei delivered into Utah lake be transported south to the Sevier Rivet region for irrigaton purposes via canals and aqueducts to the existing Mona and Sevier Bridge Reservoirs Sevier Bridge Reservoir (Yuba Lake) in Juab County is the primary source of irrigation water for the West Millard County agricultural complex It is proposed that eventually a $38 million Canal with elaborate pumping systems will deliver Wasatch Mountain waier to the the Sevier Bridge Reservoir No one ventures to guess when that might be done however since higher priority Bonneville Unit projects are still yet to completed Several officials in other southern Utah counties that are part of the CUP ate becoming skeptical of receiving any benefit from the project Sevier County officials admitted iccently that they have felt pressure horn constituents to withdraw from CUP support 'We’ve paid thousands and thousands of dollars in taxes for more than 15 years” Piute County Bobbie Barnson recently told the Deseret News “But we don’t see much more than vague promises We haven’t seen any water or benefit" With no guarantees of benefits to Millard County and no clear idea as to when the CUP will be completed area icsidents are unfarily being asked to carry more than their share of a mueasonable burden Millard County ollicials should seriously consider whether further involvement in the protect is warranted Separated” Milk The cream “separator” stood like member of the separator The spinning “bowl” was made up of many discs When the milk went through these spinning discs the lighter cream spun to the top of the bowl and out the cream spout into the cream bucket The Mackintosh The TO THE EDITOR County is complex I appreciated your printing my last two letter From what hear others did and some others did no think my point got across for the most part but some may have been offended intention was not to offend but My to bring to attention how thorough our country leaders must be and how comdo think they plex their job really is are doing a super job and compared to many other much more populated counties have lived in that had more resources our Commissioners are doing better than average But because of our limited resources and large county we have to be conservative in every way possible and this was my choice of a way to try to help Our present Commissioners have to live with the reputation of their predecessors and try to improve on that reputation by correcting some of the short comings and till maintain com petitiveness on the successes of their otherwise face replacepredecessors ment in the next election due to looking inferior to their predecessors wonder how many of us make an effort to thank our County employees and leaders for the efforts they put have forth to please so many of us personally put an extra burden on the Commissioners and highly respect the their do efforts they are putting forth to job for the benefit of al Also the county garage puts forth a great effort to maintain our roads and when they got behind due to adverse conditions they responded promptly and properly to personal calls asking in their for specific maintenance They deserve a paved jurisdiction parking lot Thanks Concerned I rank B Amyx Fillmore administrator resigns Dear Mayor Rasmussen This letter is to confirm our conversation of this date (Oct 24 1985) concerning my employment with Fillmore told you that have City at which time for several months been considering other career opportunities which have come to have decided to affiliate myself with me a Salt Lake based firm which docs advertising and promotion work As mentioned it is my desire that the transition resulting from my departure be smooth and with the least possible disruption As we discussed approaches to this task we agreed that it would probably be best for the City if rather than giving the usual two week notice that would be available to return and work on occasion as is mutually convenient to assist with any needs you may have My employment here in Fillmore has been most interesting and has given me an opportunity to make a contribution to the place of my birth in appreciation of what my ancestors did for me in the settlement of this area trust that history will show that my contribution has been for the betterment of the community have really enjoyed my association with the fine people here particularly with the Mayors City Councils and my good fellow workers Through my many associations both locally and nationally have established a lot of choice will always cherish It friendships which is with mixed feelings that leave because this community and these associations much so but feel me mean to that can better meet the needs of my family am through my new opportunity however still willing to continue the contacts J have made with outside should you organizations and individuals and the Council feel would be of benefit to the community Thanks for your friendship and understanding Sincerely Fillmore City Dwight F Day AdministratorTreasurcr Mayor clarifies issues As the Fillmore political campaigns have have become increasingly proceeded concerned about some of the things which arc being said publicly which are not factual and are misleading the voters like to clarify some of these would issues and encourage people to do a little before they make up more investigation their minds First one of the candidates is saying the have that we CouncilManager form which is not the case We of government our form of have not changed but have employed a person government to handle the administrative functions of the City but this position is not a part of the political structure of the City His paid proposal of changing to a Mayor could only be done after this proposal had been put to a vote of the people There is also a misunderstanding in the number of people required to perform the functions of a City The law docs require that the duties of the Recorder and Treasurer be performed by two separate people with these respective titles There arc some legal limitations concerning their relationship to the elected officials Mr Tracy has stated that the North Park restrooms arc not maintained They are cleaned daily at least once year around and in the summer several times We have had a constant problem with vandalism with the partitions being torn out of the restrooms even a cinder block one There is also a claim that we do not Laws” comply with the "Sunshine Wc have been concerning open meetings very careful about complyin with this law but it docs provide that wc can go into a closed session for the purpose of discussing certain matters which arc sensitive in that someone’s character could be injured or details of negotiations for property and legal matters could jeopardize the City should they become public knowledge There is some controversy around the need for the addition of sewer lagoons would like to quote from a letter and from the Utah Waste Water Pollution Control a copy of which is attached The letter is dated September 4 1985: “Fillmore's wastewater present treatment faclility has already reached its design capacity and currently has an unauthorized year round discharge The only reason that City of Fillmore is not under an enforcement order and possibly receiving discharge violation fines is because of the steady significant progress which the city has made toward upgrading these facilities ” These are just a few of the many things which have been said which arc without foundation want to urge the voters of Fillmore to talk to one of the Council members or myself about these things the before election so they can know the facts before they make their decision on election day Doris Rasmussen Mavor Millard County Chronicle Progress State commends — umiiip m warn Honorable Doris Rasmussen Mayor Re: Fillmore Wastewater Treatment Facilities Public Participation Dear Mayor Rasmussen: We appreciate the submittal of the copy of the request for public comment letter sent to your patrons and the copies of their written responses to that letter It appears that there is some concern expressed by the public who responded about the need for the project the type of and treatment which should be utilized the cost of the upgraded system to the users Therefore city officials may wish to consider whether or not to hold a public meeting or ulilize other means which may be needed to fully address these and other concerns that the public The affected cttizcnrv should maj have be fully apprised of the lollowine (acts which were prepared to at least partially address the concerns raised by the respondents: Lillmore’s present wastewater treatment facility has already reached ns design capasily and currently has an unauthorized year round discharge The hat ( ity of I illmorc is not only reason under an enforcement order and possibly receiving discharge violation fines is because of the steady significant progress which the city has made toward upgrading these facilities 2 It is unclear why there were comments recommending that land applicaton ol the wastewater effluent should be used when in fact this is the ultimate design proposal ihc cost to users of the Regarding in Utah that have been facilities recently upgraded or arc in the planning the user design or construction phases 40 of of the facilities arc more charges cosily than illmore’s monthly cost Hopefully the comments above will help the public belter understand the rationale for the project and answer some of the other questions hut if a public meeting is held we will he available to underscore our support regarding the need for adequate wastewater treatment facilities in illmorc Please call Mr Charlie Dietz or Mr if there arc any Dan dip at questions
