controversy the committee studied the additional issues of economic impact attitudes formed by emotion and fear and public safety for our community Economic Impact People living near feasible prison construction sites want to know if the of a prison will result establishment in declining population property values employment or result in a failure to attract new industry Three studies have recently been conducted to determine the effects of a prison facility on the regional economy: The ‘‘Stanley Study" of of land 600 parcels sample addressed the impact of prison proximity on property values near Green the Waupun Bay and Wisin Institutions Correctional Its conclusion was that consin "prison proxmity raised the assessed value of a home by $27 to $35 for every hundred foot increment toward the prison although other variables in are much more important residential determining property value than those associated with distance to a prison" The “Fraser Valley College Research Group” investigated the social and economic impact of the Canadian federal prisons and the “Alabama of Corrections" Dept ti conducted a study of the socioeconomic of the Kilby impact Correctional Facility on the Montgomery area Their determinations Of the businesses surveyed were: in these communities almost half reported an increase in sales due to the presence of the prison 2 Construction of the prison facilities had no negative impact on population growth 3 School enrollments held at high levels 4 Eleven new industries opened in counties with prison facilities while only two new firms were established in control counties without study prisons during a period Copies of the above studies are available at Judge Ron Hare’s office Public safety for our community All of the studies of crime rate and in a juvenile court cases resulted marked drop (from 22 percent to 35 percent) in the counties with prisons It proved to be a natural deterrent to crime of juvenile by examples sentences for felons Fears of child molestation in schools located close to correctional facilities have been unfounded in all of the statistics in the studies as well as those available to the committee from local and state prison officials However this will not be a problem with the proposed Fillmore facility as no child molesters will be incarcerated there Evidence and statistics also support the statements by local and state prison officials that child is committed molestation by an individual who knows the child and often it is someone within the child’s family Evidence and statistics additionan that indicate inmate ally an escape would leave attempting the area as quickly as possible The concluded that about study group one out of every 10000 "escorted” absences and one out of every 1000 absences “unescorted” in result of an escape and the committment offense "though the offense does not occur in the community of the prison” Overall research groups' evidence suggests that communities with prisons are no less safe than communities without them The Millard County present is Center the most Security in the state with regards as to electronic security systems be the would proposed prison facility Sheriff Ed Phillips has taken additional measures to security ensure that inmates of the facility stay there Although the record at the Utah State Prison has not been as good as ours in the past the prison is being remodeled to upgrade their security One example cited locally was about a prison "escapee” attacking a West Valley City girl that left the It must be young lady paralyzed pointed out that her attacker was not an “escapee” but an inmate of a house who was out “by permission” to visit his wife and had been incarcerated for originally committing a violent crime Violence resulting from escapes and in the escapes metropolitan area has been largely attributed to houses and by felons who have committed serious offenses prior to incarceration There will be no houses in Fillmore nor any felons incarcerated here who have committed serious offenses so those types of offenses will not be a problem with the proposed Center Purpose is diagnosis rehabilitation The proposed prison facility would be a diagnosticrehabilitation center whose purpose is to work with those incarcerated in it to help them avoid crimes after they are committing released and to integrate them back into society with positive attitudes The committee recommends that Millard residents tak County advantage of the opportunity to help provide better opportunities for true rehabilitation The program presently instituted at the Millard County Jail Alternatives to Prison is a trial program and is being watched closely by others in the state for possible adoption into their programs Who has had the buttonhook?” In summer could You have to be well over retirement age to remember this most important tool in any family a buttonhook There was a special place on the wall where you hung it and “woe be unto anyone” who did not put it back Everyone wore button shoes and you couldn’t hook them with your fingers There was only one way with the buttonhook The buttonhook was placed through the button hole in the shoe and with a quick twist of the wrist the button was hooked and pulled through the button hole It took time for a child or anyone else to learn the special wrist twist You were in real trouble if you lost the buttonhook You had to hum until you found it There was no otliei way You just couldn't go to school with your shoes flapping undone So you took special care ol the little twisted tool A wise household had a buttonhook or two someplace in reserve just in case An old pair ol shoes was always sa ed so if a button came off there was a spare Buttons were always stapled on the shoe with metal clips and it was hard to sew one on the shoe with thread to make it secure i T I wear black you slippers for Sunday with only two or three buttons but you still had to have In winter it was high the buttonhook above the ankle black shoes with many buttons black buttons 1 he buttonhook looked like a question mark at the end of a question sentence One time a little boy reading a sentence with a question marK at the end said “Where are you going little buttonhook?" Boys of this generation would not make such a mistake They have never heard of a buttonhook and probably never will but they understand computer language Since am of the buttonhook generation do not understand the computer language nor the language ol many ol space nor many ol the communications of our present ach generation understands the time language of their time But it was a pretty ankle with high button shoes a rut fled skirt on a pretty girl especially it she carried a parasol with a matching ruffle hv Marie llenrie i nn i i i i i PLAZA TWIN THEATRE 520 Delta on Twin 6 $350 Prices: 1 Topaz Blvd E HWY $150 Children $150 Senior Plaza at the Pendray 864-455- 1 Twin Adults under 14 Citizens 2 3 JAMES BOND t(lf °07' AVIEW MKILL Open July 4 Ml 7:00 & 9:30 pm 7:15 Coming Next: Return to Oz Explorers Burs BunnyRoad Runner (Mat) 9:00 pm & Saturday Matinee: 2 pm Child 1 R H & Sr Puff’n Stuff Citizens $1 Adults $2 "I i i T Open every night 5 pm - Midnight Dancing Rosemary: Wed 8 Rosie & Jack: Thurs Rosie & Neil: Fri 8 NO COVER - 8 i i 864-445- 1 —r h about our Pub & Lanes rental for groups Mv CHARGE Cost: $8 A Red Head Pin (no tap) 50C Gold Head Pm (no tap) $1 of prize money 1st Place 40 3rd PI 15 4th PI 10 2nd PI 30 5th PI 5 Join The Fun I i Ask Midnite Midnite Midnite Lanes: NO TAP BOWLING mu i i PLAZA LANES PLAZA PUB I I ysVJ Fridays: —r KIDS DAY - 1 to 5 pm $1 Bowling & Shoes High school age or younger CUT I 1 l i Nephi's reasons for rejection Committee members also inquired the reasons about why Nephi the Center in their rejected community and found that the main reason was that the jobs there would most likely have been filled by Utah County people who were already than more qualified local Juab County people They felt their close proximity to Utah County would enable those people to commute and negate daily to the Center prospects for a positive economic impact were also Nephi law officials concerned about possibly losing their trained officers to the new Center Sheriff Phillips responded to the as to the committee’s inquiry possibility of similar problems here He emphasized that because of logistics the work force would be from Millard County and the slots would be filled with new employees hired locally Chamber's Conclusions The Chamber of Commerce has concluded after making a thorough study of the definition of the project of by the Utah State Department that there are many Corrections more advantages than disadvantages to accepting the facility in Fillmore Many talented people in our area have been displaced by changes in We need to keep private enterprise those kinds of people here to enrich our community Many individuals would like better paying jobs and would choose to stay here if they were available concerns were obvious There current the about jail being expanded three years ago It has been articulated by very qualified and concerned individuals who think of our safety first and it has been an Inmates asset to our community who worked several days to move the hospital and doctor's equipment to the new sites were well controlled and supervised The Chamber urges everyone to consider the issue with compassion and informed judgement and give support to the State to bring an industry here that will not cost us tax but will bring immeasure-abldollars economic security and opportunity opinions Comments from residents The Fillmore Area Chamber of Commerce has also been interested in what residents of Fillmore think about the proposed new facility and have made a concerted effort to talk with individuals about their feelings the project Through regarding discussions the with following individuals they have been able to get a clearer idea of what the people really want Comments from them are as follows Dr David G Limburg: “I am the attending physician at the Millard and have an office County Jail across the street from that facility I of a the concept fully support diagnosticrehabilitation center being located here" Fillmore AmbuEvalo Anderson lance EMT who lives near the jail: "It would be a very wise move on Fillmore’s part to have the facility built here It doesn’t worry me in the It's the people on the least street who can hurt you not those who are locked up I have worked with many of those individuals as an EMT and have never felt fear What makes our community think they can be immune from being of service to the state?" No advantage to siting state prison in Fillmore have been following wiih interest the articles regarding the proposal (o 72 expand the Millard County Jail lo a bed facility to house lock down prisoners Some of the assumptions in these articles from my vantage point are not entirely correct and need to be scrutinized very carefully before making a final decision would The first presumption that take exception to is that these prisoners have stable families elsewhere and their families will not be moving into the My experience to this community point has been that the families of these individuals aie very unstable and most if not all are public assistance recipients along the Wasatch front usually living in subsidized or substandard housing With the prisoners we have there has been pressure from those working with the families to move them to our area This creates problems asmuch as we do not have subsidized housing therefore they would have to pay more for housing which in turn creates an even greater welfare burden would have is The second concern that it is not going to really create a substantial increase in staff at the facility and would really not have that much impact as far as jobs in the area My greatest concern is that of secui All of the prisoners would be lock down inmates who are not eligible to participate in work release All these have to do is think of ways to et out and recent events at the Point ol the Mountain indicate that they come up with ingenious ways to beat the system There are those who will do escape they do argue that when they mt slay m the area but recent events at the prison also invalidate this argument Miss Wheelchair of Utah being a prime example who was shot at West is that the Valley City My premise larger the number of prisoners the more likelihood there is of an escape or for serious problems to develop within the ac iht realize that something has to be at the that the overcrowding resolved and someone prison has 10 be has 10 be illing to take them My jet ion is however that we are makin the contribution ing a substantial number of stale prisoners that are housed at the jail and my feeling is that Provo Nephi Ephraim and Richfield who have all icjected the proposal should he willing to assume some done responsibility do not sec ilus as any economic bonanza for our community but a service m doing our part in solving the state's problems and at this point submit that we are doing our fair share and should expect an equal commitment from other communities throughout the slate Scott Speakman opinions from Fillmore Rod Businessman: Staples "Without the progress of a small town businesses like Christensen’s cannot expect to grow or succeed or expect to have the variety of merchandise that people would like to have I support expansion with any kind of development that would enhance businesses as well as our town Without it we'll stay the same nothing!” Fillmore ComRoy Barraclough munity Medical Center Administrator: "I am in full support of the project I think it will benefit the community The type of inmates that will be housed will not be a threat to society Additionally the project fits in with the mission of the new hospital because of arrangements that would he made with the state it to help make financially viable” Former Millard Cal Stewart County Sheriff: "I have no real reason for objecting to the expansion of the present holding facilities in Millard County Someplace down the road these men need help A large percentage of these men sometimes some only need a kind word and someone who encouragement cares Sexual offenders really however should never be housed in the new facility which I have been informed will never be nor will the hard core offenders" Francis Kelly Former Businessman who lives near the jail: "I am in favor of the project because it would help Fillmore’s economy We have lived the closest to the present jail and have had no problems so far We don’t have any fear about it" Dr Brent Jackson Physician and Fillmore City Councilman: “I favor ‘clean’ industrial growth for the Fillmore area I support the efforts to add to the current jail facility but with the guidelines stated previously for by the Chamber of Commerce facilities diagnostic and and not to flood the area with work release inmates” and Resident Cuthryn Neilscn "The Wife of City Councilman: thought of having a prison on the edge of town does not thrill me-- it is not esthetic nor the focal point of my But I feel something interest positive needs to happen to Fillmore economically It would be a financial boon to our community and certainly something needs to be done to help those who are incarcerated” BusinessDuane Bartholomew man: "We as a community ought to welcome anything in the way of employment that we can get here The present jail structure is a secure and operation This may serve as the beginning of Fillother employment possibilities more could be proud of this facility Those who have criminal thoughts in mind would bypass Fillmore knowing that security was tight in the town” The Chinook a wind phenomenon that occurs over Montana in the US is
