Show USPS Vol 81 No 27 March 21 1991 Bypass road endorsed by Ken Rand The Delta City Council has voted to recommend the Millard County Commission proceed with construction of a bypass road east of Delta The vote at the council's Monday March meeting was unanimous At a Feb 25 meeting on the issue Commissioner Frank Raker said State Route 35 should not be built if the city didn't want it "We’ll support the city whatever they'd like" he said At the latest meeting City Attorney Rich Waddingham said it’s a county issue not the city's “Unfortunately"he said “this council has been placed in the position to make the decision according to Mr Raker ” Raker had said the county would continue efforts to get right of way ft the road pending the city position “It doesn't matter to me" he had said "I can't imagine the city wanting to bypass their town with a highway" Raker did not attend the March meeting SR 35 was part of an impact mitigation agreement reached m 198 3 between the county and the Intermountain Power Agency operators of the Intermountain Power Plant north of Delta IPA would pay for a commuter bypass road west of Delta if the county would acquire the right of way and the state build a coal truck shortcut east of town The Jones Road was built west of town and SR 35 was to have been built this spring but delays in getting right of way prompted the Utah Department of Transportation to backlog the project Political for "four to five years" a L'DOT official said Last year IPA officials wrote a letter to the county saying they no longer insisted the bypass be built as part of the mitigation agreement Some nght of way was city property Waddingham said that property has been conveyed "They received the conveyances in a timely fashion” he said “and any delay in getting those to L'DOT or the RLM was the county’s not Delta city’s We did what was asked of us and we did it promptly” Delta resident Res Stanworth said trucks will probably always back up rail delivery of coal to IPP He said a plant engineer told him that m a scenario such as a slide in Spanish Fork Canyon “you're looking at 415 coal trucks a day" Stanworth said IPP wii be a part of the county for “at least 50 years " He said "the likelihood of unit three and four being built is probably pretty good" and that the city decision on the bypass road would "have some tremendous long term effect" Stanworth told the council the bypass road would take coal truck traffic away from White Sage Park used by as many as 20000 people in the 23 week period from April 24 to September 29 last year Without a bypass "it's only a matter of time" before an accident happens he said an Councilman Wes Rloomfieki IPP employee said he has been told by several Oak City and east county resi dents they favor building the bypass He said the bypass would cut "bumper to bumper traffic” on Jones Road during commute hours by offering an alternate route "There have been several accidents on that road" he said wintermonths " "particularlyduringthe Stanwmh said commuters would have the option of using the bypass or the Jones Road "That’s the beauty part of that bypass" he said "It's the cheapest life insurance you can buy ” “If you took a straw vote at IPP” Rloomfield said "I bet you'd find 95 percent favor this road They are greatly affected by it" He also repeated the safety function of SR 135 "Trucks coming through town increases the potential of accident" Dafoe said tourist traffic through Delta would not be affected by the road "It's going to be primarily for the truck traffic" he said "I think if I had to vote tonight I'd haveto vote infavor of the bypassroad” Councilman Gayle Runker said R inker was undecided in the Feb 25 straw vote “I don ' t think there are a lot of people against the bypass road" Councilman Re Harris said While absent during the Feb 25 straw vote Mayor Don Dafoe said Harris opposed the road “My vote against it would just be a protest vote against L'DOT" Harm said “but guess a protest isn't going to solve anything ” comments Scruggs addresses Delta Chamber by Ken Rand Gov Norm Rangerter's top aid Bud Scruggs addressed a general membership
